Hospital and Charitable Aid Question.

Debate in the House, In Parliament yesterday, Mr Hogg moved the second reading of the Wairarapa ILosjiiml District Bill, the object of.wliicli is (0 separate Wairarapa from Wellington for purposes of hospitals and charitable aid. He stilted that tho whole ot his constituents believed that these two districts should never have been united. The severance would not leave the city of Wellington standing alone, for it would still have the rural districts of the Hutt and Horowhenu and the suburban boroughs of iJerlose, Petone and Onslow. Reasons for the passage of this measure were to bo found in the natural barriers that divided the two districts, and in the fact that the Wairarapa district contained in itsi'lf a large urban population and a continually increasing rural population, Mr fisher moved that the Bill be read a second time that day six months. This was a renewed attempt to get country districts exempted from taxation at the expense of the towns. Dr Newmau declared that this was the beginning of a movement which, if not stopped, would result in the breaking up of the whole existing system of charitable aid. The people of Wairarapa were continually coming to Wellington Hospital for treatmeut, and it was fair that the district should contribute to the maintenance of that Hospital. Charitable aid ought to be a national and not a mere local work. He expressed surprise at the member for Mastorton advocating ft measure that would have tho effect of relieving owners of large estates in Wairarapa district irom taxation, Mr Taylor thought it was the duty of ilie Government to deal with such & large and important question as charitable aid, which was involved in this measure. The debate wa6 contiuued by Messrs T, McKenzie, Meredith, Ehodes, Moore, and Swan, the last named member talking till the 5,80 adjournment.
