The Post, in its Parliamentary notes, says The Laud Bill has been circulated. It was understood that theolauses whioh killed the Bill in the Oounoil last yonr wero to have been eliminated, but this proves not to be the case, and it is pointed out that many of the most objeotionable features are s'ill retained, notably, tho one-man-une-run clause, which still rends, " one man ono run/' irrespective of carrying capacity. A leading Oppositionist claimed this morning that the Bill is a measure for tho encouragement of divorce, as no married woman is to bo allowed to hold land under the Act, unless divorced or living apart from her husband. The deferred payment system is done away with, Cash purchase is conditional as last year, Improvements must be made within sovsn years, or the Crown grant will not issue, the pur. chaser merely receiving in acknowledgement of purchase-money an occupation certificate, which is nontransferable, except with the consent of the Land Board, and then only to a person holding a limitod area, Perpetual lease rentals remain at_ four per cent, on the oapital value. It is argued that " optional purchase " (a new feature of tho Bill) will neither take the place of tho existing deferred payment nor perpetual lease systems—residence and improvement aro required, but there is no right to acquire a freehold till aftor twolve years.
