The Monthly Meeting.
The monthly meeting of the Wak rarapa North County Council was held yesterday (Thursday), there being present Cra W. H, Beetham (Chaiinian), J, Btnokey, J.S, Handyside, J. Groves, D. Guild, E, Smith, 0, E. Cookbum-Hood and P. Von Bedin.
MINUTES,
The minutes of the previous meeting were read and confirmed. WHEEWIRE BY-LAWS. Mr Andrew Young, of Woodville, wrote requesting the Council to suspend the operation of the wheel-tire by-law in regard to bis mail coaches. Be had to. run from Woodville to Eketahuna in very fast time, and lie was bound to time by the Government, It was not fair that he should be dealt with in the same manner as- other coach proprietors. Or Von Bedin said it was necessary; to protect the roads during the winter", if they exempted one coach others would oluim concessions. Mr Young was fully, aware of the operations, of the by-law when he took over the oontract, He would move , that the Ooiiuoil cannot agree to : Mr Young's request for exemption. < Or Cookbura-Hood seconded. He thought if they were to exempt one coach the by-law would, break down. Cr Groves did not think they should enforce the by-law in the matter of raailcoaohes, j .
.'Or Handyside also thought mail coaches' should be exempted, • ■ "•■ Or. Von Redin did not mind the whole of the mailcoaclies being exempted so : long as be'was provided with money to repair the road,
After some further discussion the resolution was put and carried.
On the motion of Cr Guild it was resolved that the "Wheel Tire By-law be enforced throughout the County.
lINUI TOLL HOUSE, Mr W, L. Paul applied for the use of the Tinui toll-house, : The matter was left in the hands of the Engineer, ... TAUEKU TOLL. Mr T, P, Lett complained that he was put to considerable inconvenience every time his teams passed through. He asked that he be permitted to pay weekly, The Chairman thought the request a reasonable one.
Or Guild explained that Mr, Lett was quite prepared to pay in advance, The Chairman moved that permission be given Mr Lett to pay his tolls in advance, Ur Smith seconded,—Carried, GIUVBu RESERVE.
The Chairman of the Mauriceville East School Committee wrote, requesting the Council to apply to the Land Board to get that portion of the Gravel Reserve given for a school site vested in the Education Board.
It was decided that the correspondence be forwarded to the Commissioner, and that steps bo taken to have the land vested in the Education Board,
bowstead's road.
Mr Pownall wrote on behalf of Mr Bowstead and stated that liis client would oppose a road being taken through his properly unless the line was fenced and a gate erected, Cr Smith moved that the Clerk obtain from.the Government informs tion as to what portions of the road are legal, and that the position of the Council with reference to the same be ascertained; The Chairman seconded.—Carried, ' INFERIOR METAL, The Eketahuna Soad Board drew attention to the inferior class of metal whioh had been placed on the road in that district. Or Von Redin: I move that the Eketahuna Board be requested to mind their own business. Cr Smith; I'll second that (laughter). ■ - _ Or Von Redin, after some discus* sion, modified his motion to the effect that the Engineer had.used the best metal procurable for the road. The motion was then carried. KAIWHATA VALLEY ROAD. The Taratahi-Carterton Koad Board wrote, stating that the question of forming a road in the Kaiwhata Valley had been deferred owing to the opposition displayed by certain settlers, It suggested that the settlers interested be asked to meet at some convenient time and place and discuss the matter,
_ The Chairman thought the suggestion to refer the matter to the settlers was a good one. Cr Smith, as the principal mover in the question, thought tho Council should press the matter to the uttermost, He anticipated opposition from a couple of settlers, but he thought the local body in that district should take immediate action, The greater the delay the more tho compensation would be,
The Chairman said the land for the road could be taken under the Public Works Act.
On the motion of Or Von Redin the matter was allowed to stand over till next meeting, pending the receipt of f ro[ n. the Government, "• .PORIKOAD. The services of the.Engineer were, on the motion of Or Smith, granted the Alfredton Boad Board for the preparation of plans for tho extension ufthePoriKoid. ' DISTRICT BOAD, Mr A, Murray wrote with reference to the metalling of the Mataiknna district road by Mr Anderson, He thought the contractor was deserving of a bonus for. the extra work done, and the additional cost should be borne by the local Board .and the Courioil. He had not given instructions lor, ; the work to be done,
On the motion of Or Handyside it was decided that a statement of the whole cost of the work be sent to the Akiteo Boad Board. . . HANDRAILS To BBIDGESi
The Mangaone Selpl Committee requested the Oopcil. to erecj hanp> rails to two platform bridges on Hedge's flat, as there was a danger of accidents. . It was decided that an amount be placed upon the estimates for this work.' ;. Constable Roche, pf Bkgtabuna,.reported that the footpath in front of % section next the Universal Hotel was being cut up by. wheel traffic. A circus tent had been pitched in the paddock.recently and carts had passed over the footpath tothe tent. ; Or Von Bedin moved that notice be served .on ,Mr T. O,: Williams, the owner, that a crossing must be formed in front of his section,

NEGLIGENT BANGEBS,
, :Tha'olerk pointed-out that com* that the ranger on the Masterton-Waimata toad had allowed horses belonging to Messrs Lett and Neill to stray. It was resolved that the services of the ranger on this road be dispensed with and that applications be called for the position. )
It wbß also deoided on the. motion of Or Smith, seconded by Cr Von Redin, that the contraot with the Eketahuna ranger be terminated. Or Stuckey moved, "That the Masterton Boad Board be approached with the object of appointing a joint ranger for the Masterton distriot," 1 " Cr Guild seconded.—carried. :; ■'■ ■'■ .' : ;
The report of the nieoting of the Finance Committee was' read, and accounts amounting to £521 2s 5d passed for payment, , , ■ .; .The consideration of the > estimates and the striking of the general rate was deferred till nextmeeting. ; ' '. enoineer'shepoht;; The report of the Engineer was read and ad0pted,...,.....':. . TAWATAUTOLL, Cr Smith and the Engineer were : authorised to make arrangements re the. accommodation for - the toll at Tawataia, and report at next meeting. LOCAL BODIES AUDIT BILL, The time given the subcommittee appointed to report on this Hill was extended to next meeting, ■■- ■ WORK AT MATAIKUNA, :. The sum of £lB 6s. 6d was passed for payment for work at Malaikuna. . ..NOTICE OF MOTION.- . . Cr Groves gave, notice to move at the next meeting that a now by-law be made prohibiting the carting of fencing and building materials on the Masterton«Waimata road, to be brought into operation as soon as possible, SPECIAL RATES. Cr Cockburn-Hood moved, in accordance with notioe given, That it be a recommendation to the Government to empower all local authorities to impose a penalty of not more than ten per cent on all Bpecial rates in arrear for a period of three months after demand is made.
Cr Guild seconded, Or Smith moved as an amendment that the resolution apply to all rates and the time be extended to six months. • After considerable disoußsiori the motion was put and carried on division. EKETAHUNA POUNDKEEPER.
The resignation oi Mr Sayers as Poundkeepur at Eketahuna was received,
The Clerk was instructed to call for fresh applications for the office,
HOME FOR AGED AND NEEDY,
It was decided that the question of establishing a borne for the aged and needy stand ove' till next meeting,
TENDERS,
The tenders for maintaining 9} miles on the Wainuioru road exceeding the Engineer's estimate, it was resolved to call for fresh tenders, WHEEL lIRE BY-LAWS. The following appointments were mnde as Inspectors under the Wheeltire By-law:—Eketahuna Riding, N, P. Jensen; Masterton Riding,.John Swensen, B. Collotte, M, McKenzie and James Torrey; Oastlepoint Biding, James Bellino, R. M.cCullough and A. Grange; County, Engineer and Overseer,
