Its Present Condition, A friend, who is a close obaervar and a competent critic, writing to us from Perth, W,A„ under date of 4th April, instant, thus alludes to the condition and prospect of things oyer there:-

" Western Australia is terribly behind the timos, but is now, under its first experience of a responsible Government, beginning to move on.
