NORTH COUNTY COUNCIL.
Tho Monthly Hosting. _ The monthly meeting of the Oouth cil'of the Wairarapa North County was held yesteiday (Thursday), there being present Crs *¥, H. Beetham (Chairman), Maunsell, Handyiiide, Stackey, Groves, Smith, Guild, Cock-burn-Hood, and Von Redin. The minute? of the previous Meeting were read and confirmed. REMIBBION OF BATJS3. Mr E. Meredith wrote, requesting a remission ot tho sum of £B, which had been paid twice for rates. > The Clerk explained how tbe error occurred." ; It was resolved that the aum ofi2 18s lOd bo refunded. EPARAIJfA ROAD. Mr W. G. Beard wrote, stating that Mr 6. Moore had dedicated a portion of the Epavaima mad for the public use, The deeds had been vested in the Council.' On the motion of Cr, Cockburn* Hood, seconded by Or. Vou Redin, it was resolved (hut the decision of tho ratepayers to close the old Epsraima road be confirmed. Cr. Cockbura-Hood moved that tbe Chairman take the necessary Btops to validate the exchange ot roads. : Cr Smith seconded. Cr Guild said it was hardly fair that the Council should give ten acres for five. Mr Moore should give acre for acre with the Council. He thought the Council should secure two acres at each end of the road for a reserve. He would more as an amendment that the Council make an acre for acre exchange with Mr, Moore, and that the balance he reserved at either end of the road, He moved this in the interests of the Whareama Road Board.
Or Von Redin thought they should consider tlio resolution passed by tlic Master ton Road Board, Or Guild replied this this resolution was passed aecon years ago and bad practically lapsed. Cr Von Redin seconded the amendment. Cr Stuckey said ho was of opinion that it was understood if' Mr Moore conveyed the new road, the old road would be handed over as it stood. The Chairman suggested the adjournment of the discussion till next meeting to obtain further information. Cr Groves thought they should not break faith with Mr Moore. The agreement between the Mas* terton Road Board and Mr Moore was here read. Cr Von Redin; That seems plain. I do not think on tho face of that wo should break faith with Mr Moore. The Clerk pointed out that the agreement was not by resolution of the Board, but had been drawn up by four members of the Board. Cr Von Redin: Oh, that alters the case, The agreement is worthless, Cr Stuckey moved as a further amendment that the disposal of the old road line be deferred till next meeting, and that the Clerk communicate with Mr Moore in the meantime and inform him that there was a difference of four acres in the lengths of the roads, asking him if ha has any objection to the balance biting oonveyed to the Coudoil as a reserve at a point to be fixed, Cr Guild withdrew his amendment and seconded that of Cr Stuckey, which was put and carried,
AHOTUER ROAD QUESTION, Mr Hugh W, Jackson wrote, asking for permission to level d road leading to bis property.. After some litttle discussion it wps resolved that tho'Engineer report on the matter to the next meeting of the Council, HASTWELL RESERVE. John Moorcock, of Hastwell, requested permission to erect 0 gate and have a right of road through section 81 (reserve). If the Council would not grant this request he would be prepared to lease and improve the reserve at a rental of £2 a year for twentymo years, .The Engineer was instruatrd to report on the matter to the next meeting of the Council, HOADATKAIWHATA, Mr H: Nitz, of ](aiwhala, wrote, requasting that the Surveyor report upon the possibility of using the river bed pear his place for traffic, On the ptioi) of Or Guild it was decided that the Engineer vjsit Mr Nitp'e property wlien in the district, and report upon the possibility of procuring a road. NEWMAN ROAD. Mr W. J), IJnsworth, of Newman, requested permission tp er<ictastore with a frontage on tl|e chain road on conditions that he move it baolf whon required, • Cr Yon Redin explained that the road was two chains in width, He wonlri move that the request be gnnted,' CrCockhurn-Hood seconded.—Carried. ADJUSTMENT OP BOUNDARIES. The Pahiatua County Council forwarded b fejolntjoii passed at the last meetingf-pljing tjjo 'jjPajwrapa Nortl) County Council if it would ngrea to an adjustment of the southern boundary, as there were certain sections in both ■ Counties.
The opinion was expressed by Councillors that the boundaries could only be adjusted by Ast of Barliamont, "
Cr Smith moved, "That a Committee consisting of the Chairman, Cr Von Redin and the mover he appointed to meet a Committee of the Pahiatua County Council and arrange a boundary to be submitted to this Council for recommendation to Parliament,' 1 Or. Von Iledin fiecQjided.

Mr Patrick Oarr wafted upon the Council with regafd to tl)ti forfeiting ofhis deposit for failing to complete his contract qn the A'fredton road, Ho stated that ho goßaidercd the forfeiting of his money a most unfair thing. Cr. Guild explained tho circumstances of the case, He pointed out that it was quite impossible to get | carts into tbe pintry when the con* traot waß let. FINANOE, Ilia report of the meeiiog of the Finance Committee was read, and aocoutita aa recommended, amounting to £BB7 3s, passed for payment, ' lIOAD AT BPPBJt TAUEBU, The Committee appointed to report upon the application of Mr Wiugate for a road .to bia property, reported that they bed concluded that the situation of the local bodies concerned precluded them troro affording relief to Mr Wingato.: They suggested (bat - the original decirion that the rood be taken over the Castle Hill be confirmed. Cr Groves would like to have some explanation of the relative position of the roads. ' ' . . The Chairman pointed out that the decisioii to lie arrived at was whether the road should bo takon through the Tiraumea Valley or over the Castle Bill, He thought if there were any funds at their disposal they should be expended in continuing the road .up'the Upper Taueru via Castle Hill to couucot with Alfredton. This was by far the better route. Cr Smith said he would support to his utmost the recommendation of the Committee. Cr Groves could not agree with the report ol the Committee, He did not think the Council would be justified in taking the responsibility of changing the roads. The Chairman said he had no great objection to the road being declared a County one. Cr Guild pointed out lliat Mr Wingate was now in the position that he was contributing rates in three rating areas and was receiving nothing for it. CrCockburn-Hoodsaid he had seen Mr Wiogate and had learnt that his wish was tint the road over the Castle Hill to Alfredton should be deolared a County cine. Cr Handyside supported the road being made a County one.
After a deal of discussion a resolution adopting the report of the Committee was passed. SPECIAL ORDER. A special order, striking a rate for the Alfredton metalling loan, was confirmed, ENSINEEII'S REPORT, The report of the Bnginoer was read and adopted. ALFREDTON TOLLQATK, A resolution passed by the Eketaliuna Road Board, protesting against the tollgate being erected within the road district, was read, Cr Smith moved, in accordance with notice given, that the resolution fixing the sice for the tollgate on the Alfredton road be rescinded. Atter some discussion the resolution was put and lost, the ayes being Ors Mnunsell, Smith, Guild, and Oockburn-Hood, and the noes the Chairman andCrs Handyßide, Groves, Stuckey and Von Redin, ALFREDTON ROAD.
Cr Smith moved," That the cost of putting the road in order (at tho rate of 2s per chain) and spreading metal on that portion of the Alfredton road which lies in the Eketahuna Riding be paid out of the Eketahuna Riding rates,
Cr Von Redin soconded.—Carri
The report of the .Committee appointed to draw up a by«law to protect the new metalling on the Eketa-huna-Tenui road was adopted and the Clerk was instructed to prepare the same. It was also decidod. that posters I be fixed on the road notifying the' intention of the Council. BLOCKING OF RIVERS, The Engineer was instructed to report upon tlioso roads within the County whioh aro being endangered through willows blocking up the rivers, TIRAUMEA BRIDGE. The Engineer was requested to furnish a rough estimate of the cost of putting a bridge across the Tiraumea river from Edward's to Napier's side. The Council then adjourned.
