NORTH COUNTY COUNCIL.

The ordinary meeting of tho Wairarapa North County Council was held yesterday, there being present:—Crs Cockbnm-Ilood (in the chair), Eli Smith, Groves, Gnild and Yon Redin, The minutea of the previous meeting were read nnd confirmed,

COBBE9PONDENOE. # From Mr John Wingate, requesting that a road bo formed to give him communication with certain roads within the County to the maintenance of which he had been.contributing.— Cr Smith agreed that an injustice had been done Mr Wingate. He thought the Council should give full consideration to the request made.-Cr Oock-burn-Hood said a very big question would be opened up if they granted Mr Wingate's request. There were many other settlers placed in the same position.—After considerable discußsion a committee consisting of Crs Smith, Grove's and Gookburn>Hood was appointed to report on the matter to next meeting. From the Clerk to the Alfredton Road Board,, expressing regret that the Council at its meeting' had, in oppositirn to the suggestion of the Engineer, decided to place the toll-gate on tbo Eketahuna-Tinui road within a special rating area, and requesting that tiie matter be re-oonaidered.—Cr Smith gave notice to move at next meeting that tho resolution moved by Cr Von Redin at a meeting on the 11th December, th'at the toll-gate on tho Eketahima-Alfredton road shall be fixed within tbo special rating area to pay the interest on the £2500 loan for metalling the said road, be rescinded. From Mr John Anderson, requesting a bonus of £lO for work done on the Mataikuna road.—The Chairman said the road was not in the County. —lt was decided to refer tho matter to the AkiteoßoaJ Board. From Mr A. H. Wright, Eketahuna, requesting permission to erect a sign board on his premises,—Request granted. From the Secretary of the Wellington Harbour Board, stating that the Council would be required to vote for the election of a member of the Harbour Board.—On the motion oftha Chairman it was decided that this Council accept the nominee of the Wuirarapa South County Council for a member of the Harbour Board.

From Mr C. A. Pownall, on behalf of Mr Boustead, of Alfredton, request* tDg that some arrangement be come to regarding the road through his property .-The Clerk was instructed to write to the Surrey Department and request particulars regarding the road in question. From Messrs Blane and M'Kenzie, contractors for the maintenance of the Masterton-Taueru section of road, stating that they had made a mistake in their tendering and could not fulGl their contract—The matter was referred to the Engineer, " From settlers of the Alfredton Biding, requesting that the Council take sneb Bteps as it might consider necessary to protect the newly metalled road in that district during the winter monthfl,-On tho motion of Or Guild, a Committee consisting of Crs Smith and Von Redin was appointed to act in conjunction with the Engineer in framing such by-laws as they may consider necessary for the protection of the road in question. From Mr W. Riddle, applying for tho position of ranger at the Taueru. -On the motion of Cr Groves tho appointment was conferred on Mr Riddle, f/rgaj John M'Calmont, Overseer to the Oouupil, requesting au additional shilling per day on account of his hftving to nay certain travelling expenses,— Cr Yon Redin thought Mr M'Calmont was entitled to an increase in Ins salary.—Cr Cookburn-Hood warned Councillors that ratepayers would not be satisfied with the incurring of additional expenses, The Council was expending more money now than they had in the past; This was no doubt in consequence of the merging of certnin Road Boards,— Cr Smith pointed out that the Overseer did not visit the outlying districts, —Cr Von Redin stated that the Overseer waa ut times engaged by the Road Board, For any vforjj done for that Board the Council was paid.—As the Engineer recommended that the payment be made to the Overseer, it was resolved on the motion of Cr Guild that tho request be granted. ROAD METALLINO.

Mr A. Murray waited upon the Council and. requited that a portion of the road from the Maiaikuna Beach to the station be metalled. It wn3 an urgent requirement. Tho Council had resolved that the work be done, but the resolution was not put into eilect as there appeared to be some doubt as to whether there wcro sufficient funds, The Engineer was instructed to exseed j|is estimate so far aa the Akitio Riding was concerned and call for tonders for the work. Spaying Stock.

Mr Torrey wrote, complaining that stuck, and especially pigs, were doing considiTftble damage to tho Te Ore Ote-Bidelord Road, Ho requested that the ranger be instructed to take some, action in tlie matter, or that he oiiiuolf be appointed to do the work, Cr Cookhurn-Hood said it was quite time something was done, aa the pigs were undoubtedly a nuisance. After discussion it was resolved that Mr Torrey be authorised to impound tho stock on tho road, A Subscription List, Mr William Shaw wroto to (be Council, requesting subscriptions in aid of the widow and family of the late Mr George Pratt, Cr Guild thought the Council had done its work in the matter. It had found employment for Mrs Pratt. It was resolved, on the motion of Cr Guild, that tho subscription list be laid on the table, Siaubhtering Licenses.

The applications of eight persons /or the renewal of slaughtering licenses were granted. Wainoawa Irrigation Scheme. The Towii Clerk reported on' the proposal to procure a water supply from the W<iingawa, There appeared to be no power under the Counties or Road Boards Act for the uniting of the County and Borough Councils, He had looked jnto tba matter and believed it oould he satisfactorily ar» ranged under the Local Bodies Loans Act, The Borough Council Bhould be moved to accept the provisions of this Aot. from their contract on conditions that tho deposit is forfeited and a fair cstimnte made of tho amount of work already performed by the contractors. The Engineer waa instructed to insist on the contractors employing at least the minimum number of teams on contracts in hand. ; The meeting then adjourned.
