St. Petersburg, December 19. The Russian Goverament refuses to accept the monetary assistance toward the famine-stricken peasants proffered by the italiaus and Getmans, and a resident in the city had much difficulty in inducing the Government to accept casual aid from England, including £IOO,OOO subscribed by the Quakers.
