Annenkoff will probably be appointed to the office. The Nihilists have issued a manifesto demanding that Parliament should take measures to assist the peasants in the famine stricken districts, and have succeeded in send-* ing a copy to the Czar. Rome, December 18. The Holy Court of the Vatican has | suspended Mgr. Folchi, director of the Papal Treasury, for maladministration, which has resulted in a loss of five million lire (£200,000). Brussells, December 15. The Independence Beige announces that the Argentine Republic proposes to negotiate for tariff coalition with the European Governments recently allied in commerce. Lisbov, December 15. A Protection tariff has been introduced in the Portuguese Chamber of Deputies. Beblix, December 16. A man has bpen arrested at Berlin for demanding i'soo from a banker, and threatening, in case of refusal, to dynamite his bank. The dynamite was found in his pockets when arrested. Belgrade, December 16. Servia joins the Central Commercial League. Rome, December 16. The Pope has addressed an allocution to the College of Cardinals declaring that his enemies are seeking to inflict a death blow on the Papacy, and that the difficulty of the situation is daily increasing. He urges that it is to the interest of the Heads of States to uphold the I£oman Catholic Church, wbiph is the greatest moral power in the woild. Pakib, December 16. The French press attack M. Stambonloff, Premier of Bulgaria, for refusing to permit French journalists to return, accusing him of violating the comity of nations, and threatening to force an appeal to the PorteSydney, December 16. At a meeting of the Labour Party to-day, 17 members were present. Mr M'Gowan was the only member of the executiva of the original party present. The meeting appointed a new secretary, and requested Mr Houghton, the late.secretary, to hand over all papers. a.t a nipe'ing of 33 members of the House, including the balance of the Labour Party who ore regardod as deserters, and a nuiuber of Government supporters who hold with the planks of the Labour policy, it was decided to lorm a Democratic Party. The objects of the Party are to promote Democratic and labour leaislation, retrenchment, and a more equitable adjustment of taxation. Valparaiso, December 15. A revolution has broken out in San Paulo province, about 220 miles west-south-west of hers. The local officials have been deposed, but the Governor's troops are opposing the insurgents.

Steamers from the district are for bidden to enter the harbour on ac count of the yellow fever having broken out at Suatos.
