The Emperor is reported to have addressed a body of recruiis after his interview with M. de Gim-s, Russian Minister for Foreign Affairs, and to have informed them he hoped the only opportunity they would have of showing their bravery would be confined to peac ful times. His speech has caused some sensation. Vienna, November 25.

The French Government offered to give the late Lord Lyttou a public funeral befitting a Marshal of France. His relatives, however, declined the offer on the ground that the remains of the late Ambassador were to be buried in England. St. Petersburg, November 26.
