Mr Eownall's successful coup in roll stuffing has given him the victory, and '* one shedone vote " and * public house a bunch of votes, carried the day. The Borough Council ought never to have allowed this coup to have been made, but apparently there was some understanding in the matter and a distinctly vicious precedent was established, The horse shoe table is made up again for the coining year and we wish it was so composed that it could command the respect of soberminded burgesses. However, we will trust that during the coming year some honest effort will be made to advance the interests of the towo. A high pressure water service auda reduction of insurance rates is still an urgent need. Probably no town in New Zealand is as favorably situated for a high pressure water supply and for good drainage as Mas terton. The whole thing was threshed out years ago and we should now be in the enjoyment of good water and good drainage if the Council had not made that terrible blunder over the gas enterprise which entailed the penalty of a special rate. This mistake took the heart out of the Council foi any further step in advance and though every condition is absolutely favorable forsecuringan excellent high pressure supply at a low cost, the civic fathers hesitate to take the responsibility which devolves upon them. Mr W. H. Beethara in a private venture has shown the public how a valuable reservoir can be constructed at a small cost in this town, and if he happened to be the Mayor and Council for a short term he would no doubt give the town an excellent water supply at a cheap rate. Still we do not advoeate ama'eur engineering, a thing which has been a curse to the town for years, more especially as the services of tried and trustworthy engineers are available. It is satisfactory to find that the Borough Council at its last meeting did appoint a Comnittee on the question of a water supply, but as yet there is no indication that it is prepared to entertain a project for a really efficient system. If the newly 'elected Mayor and the Council are likely to work together something might be done.
