The widow of the late Right Hon W. H. Smith has been created Vicountess Hambleton, with reversion of the title to her son.
It is reported Sir W. Robinson will be offered the Agent-Generalship of Victoria in the place of Sir G. Berry. The Leeds millers have raised the price of flour Bs. The M'Kinley tariff is severely affecting shipping at the port of London.
Several gales have been experienced on the English coast, and a number of minor shipping disasters have occurred iu the Channel.
Sir M. Hicks Beach, President of the Board of Trade, in reply to a deputation of shipowners, refusod to interfere with the power of naval officers to prevent the crimping of sailors. The Nonconformists of Wale 3 demand the disendowinent of the Episcopal Church. Lord Brassey presided at the opening of the Colonial Institute to-day. and delivered an address praising the progress made by the Institute. Sir A. Sullivan conducts the Leeds Musical Festival in 1892.
The Standard's Russian correspondent says the famine will cost 125 millions, Great Britain and America have agreed to submit the Bullrings Sea dispute to arbitration, but the terms of reference are kept secret.

Further particulars of the cyclone at the Andaman Islands show that the s.s. Enterprise was unable to raise steam before she was hurled on the rooks. Convicts on the shore worked heroically in the endeavour to rescue those on board.

A nugget of gold weighing 1061b was found in a min9 in Transylvani. Rome, November 11. During a bullfight at Castellamare, in Southern Italy, the seats collapsed, and 500 people were thrown to the ground. One hundred received injuries, and twenty cases are expected toendfatally.
