The Speaker took the chair at 2.80. Mr G. Hutobison introduced the Patea Harbour Endowment Bill, which was read a first time. The Minister of Agriculture moved the second reading of the Rabbit Nuisance Act 1890 Amenchne giving effect to the reppminendatipn of tho Stock Committee in regard to rabbit proof fencing,
The second reading was agreed to without discussion, WOBKIUSNB' MEN BILL.
The Minister of Justice moved the eecond reading of this Bill, which he said would be inciiiuGu is the. Labour Bills, and wouldgo before the Committee pn these Bjlls. Any discussion that was required," be 'said, might' better take place oh the motion to go into Committee. The Bill was designed to give contractors, sub-cop-tractors, and workmen liens upon the work on which they are engaged. It was based on a measure introduced into the Queensland Legislature by the celebrated lawyer, Sir Samuel Griffith.
After a short discussiou the Bill was read a second time, and referred to the Labour Bills Committee. CONSOLIDATED STOCK BiLL. The Premier moved the second reading of this Bill, designed to amend a similar Bill passed in 1884. By it the following additional loans under the following Acts will be declared to be convertible:--The District Railways Purchasing Act, 1885 ; the Public Revenues Act, 1886; the Government Loans to Local Bodies Act, 1886; the District Railways Purchasing Act, 1885, Extension and Amendment Act, 1886 ; the Public Revenues Act, 1887 (No. 3). The Bill was read a second tiae and referred to the Public Accounts Committee. DISTILLATION ACT AMENDMENT BILL. In Committee on this Bill the Hon Mr Bryce said it had been represented to him that the most tormidable objection to the Bill was that it would facilitate and make it almost impossible to detect smuggling.—The Premier said smuggling had not been found to take place in other colonies where a similar Act had been in force.—Mr Li. Thompson said a good deal of wine in New Zealand was made of ingredients purchased in chemist's shops, which they ought to take measures to prevent. The Bill passed through Committee without amendment. h NO AMENDMENTS. *" The following Bills passed through Committee without any important amendment: Trustees' Act 1873 Amendment Bill, Post and Telegraph Classification and Regulation Act Amendment, Public Bodies' Powers Act 1887 Amendment, and River Boards Act Amendment, and Marriage Act Amendment. The Public Revenues Bill was also considered in Committee, and the amendments made by the Public Accounts Committee agreed to. THE ELECTOBAL BILL. The Electoral Bill was discussed atsome length, progress being reported at 2.45.
