BNGLIBH. London, August 5. The Queen has created the Prince of Naples, whose visit is highly popular in England, a Knight ot the Most Noble Order of the Garter. Ibe marriage of Viscount Gantelupe, eldest son of the Earl of De La Warr, to the Hon. Muriel A. Brassey, second daughter of Lord Brassey, was celebrated to-day. The team of Victorian Mounted Riflemen have secured several prizes at the military tournament at Ux~ bridge. The Indian Budget shows a surplus of three and a half million rupees. The British Consul at Foochow denies that trouble is imminent in China, and in his despatch declares that the protection of foreigners is adequate. Obituary— Earl of Dartmouth jetat 68. The Archbishop of Canterbury has paid a visit to The Rev. C. H. Sourgeon, who is recovering from bis recent severe illness.
In referring to the Indian Budget in tbe House of Commons to-day, Sir John Gorst, Political Secretary for India, considered chat the finances showed the country to be in a pros perous condition, and that there was now no danger of a frontier expedition. The failure of food grains had been a serious matter, but the likelihood of a general famine had disappeared, and be deolared that the rise in value of rupees had been the means of saving the Government the sum of J82,50Q,000 rupees. The English Parliament will be prorogued on Tuesday. The annual report of the anoient order of Foresters said the members fraternised with Oddfellows. The two societies were aot rivals,, but on the contrary were bound together by bonds of steel. The House of Lords rejected a proposal to grant, the suffrage to women.
In consequence ot a letter in tbe Sunday Times offering £4O towards the relief of the destitute families of the sailors convicted by the Egeria Court Martial, Truth has undertaken to receive and apply subscriptions for the purpose. It states it has made enquiries in Allen's case, and the result reveals a tragic story. The family were starved and homeless, and forced to take refuge in Devonport Workhouse. Truth invites the pubiic of England to subscribe for tbe relief ot these unfortunate people. The St, Petersburg correspondent of the Daily Telegraph denies the truth of the Franco-Russian treaty,
The naval authorities believe the explosion on board H.M.S. Cordslia was due to defective steel in the gun. and have ordered the removal cf all suspicious guns from men-o'-war.

Owing to objections to an influx of Jews into the United States, the American Government has informed the leaders of the Jewish persuasion that such an influx is contrary to law. The Government have introduced a Bill to es'iiblish a Bank of the Argentine nation, with a capital of five million dollar?. Berlin, August 5. The National Zeitung says France keeps the Vatican financially, and in return the Vatican supports the Republic and also the Repub ican propaganda in Italy. A disastrous fire which broke out in Bathenow, a town of Brandenburg, situated on the Havel, 42 miles west of Berlin, destroyed the entire supplies of the Third Army Corps. The loss is estimated at a million and a half marks. Vienna, August 5. Dr Gregg, leader of the Czech party urges the reform of the Constitution on Federal lines. The party will fight actively to attain this object. Ottawa, August 5. The Hon. H. Mercier, Q.C., Premier and Commissioner of Agriculture and Colonisation of Quebec, ha* been charged with misappropriating, for the use of the Liberals, the sum of 170,000 dollars belonging to the Base-Chateaures Railway. An enquiry has been ordered into the matter. The Canadian Government has decided to grant a substantial bounty for thegrowing of beei sugar. The bounty will be paid for two years.
