strauss. London, July 11. In the House of Commons this afternoon, Mr W. b. Smith, First Lord of the Treasury, in reply to questions asked by an hon. member, said that it was unusual to invite Sovereigns to visit the country ; hut, at the same time, he assured the House that if President Carnot, of France, paid a visit to England, he would be accorded a most cordial welcome. The Economist, in discussing the financial policy of Victoria, considers that it was providential in the best interests of the colony that the public works programme of the Gi'lies Government has been abandoned, but it beheves that the increase in the tariff will check the yield from the Customs. The Statist asserts that the money markets of Western Europe are greatly improved, and it predicts that money will be much dearer shortly. Mr Stead, editor of the Review of Reviews, suggests that the Prince of Wales should be elected President of a Commission to report on a scheme of Imperial Federation. Baron Hirsch explains that the Argentine Republic, Canada, and Australia offer the most certain guarantees of the accomplishment of his objects in establishing colonies for the Jews expelled from Russia. Members of his family deny the rumours about his health, and declare that he will be able tc resume-bis official duties in the autumn. Paws, July 11. M. Secretan, manager of the Societe des Metaux, who was sentenced to imprisonment and ordered to pay a fine of 10,000 francs for declaring fictitious dividends in connection with the Company, has been released from Custody. The military suppressed an antiJewish riot in the Government of Tambov. Thirty persons were killed and many wounded. Washington, July 11. Immense forest fires are raging in Michigan,'and many villages have been burned. So vim has fallen for three montbi. A marvellous cavern has been discovered in Oregon as large and wonderful in appearance as the Mammoth Caves of Kentucky. It contains numbers of small lakes, and a waterfall 301 thigh.
