MUNICIPAL CONFERENCE.
Second Day. WsixraGTON, "Wednesday. The" Municipal Conference resumed this morning. . It was resolved that to section 201 ofthe Municipal Corporations Act should, be added "Bank overdraft shaUWdeemedtt jbe the balancrf'due to Bank on all accounts, allowing for balance the credit of special accounts, but without taking into consideration any balance to loan account." The Mayor of Auckland brought up the following report from the committee on contingencies, " That a Borough .Council shall have power to expend from' Borough funds for miscellaneqflßcontingencies not otherwise prlßded for in. thi3 Act, any sum or sums not exceeding in any year an amount equal to one per cent, on the general rate, and in Boroughs where one per cent, on the genoal rate does not amount to £SO, a Bum not exceeding £50." It was decided that the Government be asked to include in the new Act power to the' Inspector of Nuisances to take proceedings against anyone causing a nuisance to another persons property. The Mayor of Christchurch moved an amendment_to clause 401, so as to provide that it should not be lawful to use any building, whether Voharge.waß made for admission or not, except a license be obtained for it, a building which is solely used fat Divine worship not to be licensed. 'A considerable discussion ensued. The motion was lost by 15 to 12.
