Before the Magistrate tc-day, Constable Smart was charged with improper conduct and neglect of duty during the races last month. The principal sharges were:—Refusal to stop or eject persons betting when requested by the stewards ; refusal to take into custody a person using abtisivo and insulting, language to the secretary; insolent conduct tor wards the stewards, and betting himself, the same being forbidden on, the course by advertisement and pla* curd.
