London. April 13. Mr Goschen will deliver his budget speech on April 23. The Stai states that warrants have been issued against Captain B H Veruey, M.P. for Bucks, ond one of the Ulster members for separate grave criminal offences. The Ulsterman is alleged to have absconded.
Three hundred and fifty two tenders were received for the Victorian loan. Tho largest was sent in by a life insurance company for £145,000 at a shilling premium. The London and Westminster Bank took £300,000 a; the minimum. The failure of tue loan is attributed to the abstention of the associated banks and syndicates through fear of an increase in the bank rate, and an additional withdrawal of gold. The general opinion in the city is that the rebuff will prove a valuable lesson, and show Victoria that she must put a check on borrowing. Many people express surprise that so much was subscribed. April U. Victorian scrip is quoted ot par. The Times, referring to the failure of the Victomn loan, considers that ihe colonies have been allowed to borrow too cheaply, and that their most sanguine friends must now see that the time has arrived for them to at least moderate their demands. 'J he Standard states that the rebuff" will piovea useful lesson to Victoria, which, like her neighbours, has trusted toextravagant borrowing through the syndicate system. It adds that the subscription list, though not providing sufficient money to cover the loan is a healthy one. The Daily Telegraph thinks that the minimum was fixed at too high a price, and that the rate of interest ought to be about 4 per cent. Mr Edward S W DeCobrain, M.P. for Belfast East, is the other member accused of being concerned in a grave criminal offence. Both he and Captain Verney have made theii escape.

In the House of Commons to-day Mr Charles Fenwick, M.P. for Wansbeck, requested the addition of labor members on the Royal Labor Commission. Mr Smith, on behalf of the Government, declined to accede to the request.
Captain Verney is accused of procuring females for immoral purposes, while Mr De Cobriin is accused of committing unnatural offences. A meeting of the Imperial Federation League at the House of Commons to-day was very largely attended. Sir J. O. R, Columb presided. Mr Henniker Hcaton withdrew his amendment, which proposed that the league, having failed to secure the objects for which it was formed, should dissolve. The proposal of Lord Roseberry to alter the title of the league was not considered. FOREION. Paris, April 13. Madame Melba's bouse has been burned. The prima donna escaped by a ladder in her nightdress, carrying her jewels with her. She caught a severe cold from exposure to the night air. Calcutta, April 13. Lieutenant Grant had nine days heavy fighting before he was relieved. April 14. Detachments under Lieutenants Grant and Presgrave have joined Leslie's column at Patch, 20 miles beyond Tamu. Intelligence has been received cf General Grabmam's safe arrival at Tamu.
Severe fighting has taken place between British troops and the rebel Mirongai, for possession of the Samana ridge. Tbe Mallads are preaching at Jochad against British authority, but the Affrides tribe are still hesitating to join the rebels. Rewards have been offered for the capture of tbe Regent. The officers of the British detachment who were captured by Manipuris were speared and dismembered in the presence of the whole force. New York, April 14. It is expectei 1 that lynching will be frequently resorted tc as a form of punishment in parts of the States. Valparaiso, April 14. The troops of the President e deserting him, and his defeat by the insurgents is imminent. Capetown, April 14. It is expected that Portugal will ratify thexonvention giviug Umtassa kraal to the Rhodes Company, Portugal retaining a portion of the Mutai river basin. AUSTRALIANSydney, April 14. The evening papers to night published a sensational report of a serious split in the Cabinet, Messrs McMillan, Bruce, and Smith opposing Sir H. Parkes' proposal to make Federation a plank in the Government platform at the next election. Ministers totally deny the accuracy of the statement. Adelaide, April 15.
Sir George Grey met with a great reception on his arrival here yesterclny afternoon. In spite of the heavy rain which was falling several thousand persons turned out to welcome him. In the evening the Mayor of Adelaide gave a banquet in honor of Sir G. Grey and Mr John Forrest, Premier of Western Australia, who called here on his return to Perth. The gathering was largely attended, and was a most brilliant affair. Chief Justice L. J. Hay, Lieutenant-Governor, presided. Solomon, proprietor of the tobacconist shop whicn was raided by the police recently, was fined £250, in default six months' imprisonment, for being the proprietor of a gaminghouse. Three other persons were fined nominal amounts, and the charges against the others were dismissed. The Government have accepted the tender of a local firm at «£3OOJOOO for the manufacture of locomotives. On arrival here the P. and O. Company's Britannia was quarantined owing to there being chicken-box on board, Melbourne, April 15. Chief Justice Higginbotham denies that he is the author of the article which was attributed to him on "Greater Britain" and referred to in London cables. He says thut the article was based on private corros~ pondence. Bbisbane, April 25. Four French escapees arrived at Thursday Island in canoes, but they were gaptureil as socm as they landed.
