ENGLISH. London, April 10. The Marquis of Salisbury has drafted a new convention with regard to South African territory, in which he assigns Great Britain the whole plateau of Manicaland. April 11. Mr H. Labouchere's amendment, objecting to the Government guarantee under the Irish Land Purchase Bill, has been rejected by a majority of U.

The prospects of the successful floating of the Victorian loan are dubious. Public enquiry is small, but a section of subscribers to the earlier loans evince a disposition to make an average investment at a nominal premium of one-eighth per cent. If the banks give some support to the loan it will just be subscribed. The Toronto Board of Trade has unanimously resolved in favour of Great Britain adopting a discriminating tariff in respect to colonial food products ; and also urging on Sir J. McDonald, Premier of Canada, to ask the Marquis of Salisbury to summon a Conference to discuss the question of establishing closer trade relations hetween the Mother Country and the colonies.

New York, April 11. Detective O'Malley, who is suspected of having been an agent of the Mafia (the Sicilian Secret Society), in New Orleans, and who is believed to have bribed the jurymen who tried and acquitted the prisoners accused of murdering Mr Henderson, Chief of Police, was indicted on the charge to day at New Orleans. Thirty citizens well armed attended the Court in order to compel expedition of the trial.

The public refuse to give evidence before the grand jury on the charges brought against those alleged to have been concerned in the lynching of the Sicilians.

The hearing of the Sayward sealer case is fixed for the 25th April. It has been agreed to renew negotiations for reciprocal arrangements between Canada and the States on the 25 th October.
