Mr Hutchinson, the Conservative candidate was returned, polling 5810, against 2332 by Mr Beale, the Home Rule nominee. March 22. The Bight Hon. G. J, Goschen declines to pledge himself to introduce I legislation for the investment of trust fuuds this session. A Times special from Santiago says that the President of Chili is in difficulties, and the critical moment has arrived. The Parliament of Newfoundland haß forwarded a petition to the House of Commons praying that action respecting arbitration in the fisheri 3 disputes be delayed until such time as will give the-local parliament an opportunity of expressing its views on the subject. The Opposition appear inclined to support Sir J. Pope Hennessy's motion protesting against the action taken by the Imperial Government. Miners at Durham who went out on strike in sympathy with th tenants evicted from the estate of the Marquis of Londonderiy at Silks-' wor'li, have resumed work on the terms offered by the masters. Mr Ben Tillett, one of the Unionist leaders, considers that the Labour Commission must be issued shortly, whether the Unionists accept the Federation ticket or not. General Booth has pledged himself not to despatch any men to districts in which strikes are taking place. FOREIGN > Washington, March 21. The House of Commons has voted a loan of ten million pounds on the (Security of a tobacco monopoly. 3ome, March 22. After three days' debate, the Chamber of Deputies has passed a vote of confidence in the Rudint Ministry by 254 to 296. Berlin, Maroh 22. A rumor is afloat of a scandal in political circles.. It is reported the Emperor .allowed Von Boetticher, Secretary of State for the Interior, to draw £17,500 from the Guelph Fund to relieve himself from financial difficulties. New York, March 21. At the first meeting convened in this city by Mr Parnell's delegates over 4000 dollars was collected in aid of the National League. St Johns, March 22. The Parliament of Newfoundland intends to send delegates to London to uphold the cause of the colony at the present juncture. A series of mass meetings are being arranged to protest against the Imperial action. There is no prospect of Newfoundland passing an Act to enforce a moths vivendi with regard to French treaties. threatening attitude in the country districts.
Yesterday a large force surrounded a contingent of free shearers, and the assistance of the police hud to be called into requisition. The Unionists were ordered to withdraw, but refused, and the police and mounted infantry then fixed bayonets and attempted to d'sperse the mob.
For some minutes it appeared imminent that the troops would be compelled to fire, but after several attempts to break through their ranks the shearers drew off.

Unionists have declared their intention of wrecking every train carrying troops or free labourers to the disturbed districts. Unionists accuse the Government of showing favouritism to the pnstoralists, and state that they will do all the damage they possibly can to Government property.
