The Speaker took the chair- at' . 80 p.m." The Speaker intimated that he had presented His Excellency the Governor with the Council's Address-inn Reply to the Speech from the Throne, which His Excellency had been pleased to accept. A motion of the Hon Mr Pharazyu " That m the opinion of this Council the Government Bhould place a sum of LIO.OOO on the Estimates for the purpose of erecting a firo-proof building for the Parliamentary library" was carried. The Council adjourned at 3.40. HOUSE OFREPRESENTATIVES
The House met at 2.30 p.m. The Premier promised Mr Joyce that he would obtain from tho Agent General all available information as to the best method of securing better markets in Europe for New Zealand frozen meat. TJhe Minister of Public Works informed Dr Newman that he believed the opening of the Manawatu Gorge Eailway would take place on or about ■"• Tuesday, the 10th of February. In reply to Mr Valentino, the Premier staled that it was tho intention of the Government during the recess to proceed with the work of classifying the Civil Service, and endeavor next session to introduce a Bill to give effect to it. The Premier, in reply to Mr T, Thompson, said the question of the whole incidence of taxation would be considered by the Government, but ' he could not now promise definitely that the property tax would be abolished. Mr T. K. Macdonald asked the Premier whether the Government would place on the Estimates a sum for extending the Government railway to Te Aro, and if not, would the Government support a Bill giving the necessary powers to a private company to proceed with the exten.« sion of the line. The Minister for Public Works, in reply, said it would not be very convenient for any private company to have control of the terminus of the Government railway. (Hear, hear). As to the extension of the line to Te Aro, it would cost about LIB.OOO to carry out the work, aud there wero no funds uvailablo for it. Iu reply to Mr W. Hutchison, who enquired whether tho Government would amend the Customs tariff by removing sonio at least ot tho glaring anomalies in it, the Premier said that the Government proposed to consider the taiiff, and they would announce nest session what they intended to do. The Premier assured Mr Pish that there was no record of any cablegram having passed between the late Government and the Agout->General relative to the retirement of the latter. Mr Mitchelson said there waß none. The Premier informed Mr Fish that the Registrar-General was of opinion that to take a vote of tho women <>f, tho colony on the qusstiou of fem%|'; franchise would.cost a considerable T " sum. Ho (tho Pi emior) did not think it advisable to ti y tho experiment at present. The following now Bills wero iutrot duced and read afirst time : A Bill to amend the Divorce and Matrimonial Causes Act. (Mr Joyce). A Bill to amend " The Legislative Officers' Salaries Act, 1807." (Mr iC BuckhndJ. A Bill to amend «« The Small Birds Nuisance Act, 1882." (Mr Valentine). A lengthy discussion ensued on the Address-in-Poply, and tho formalities in connection with arranging for tho presentation of the address to his Excellency having been gone through, the Hous adjourned at 12.18.
Drowned Whilst Bathing. Auckland, January 2'J. Frank Vailo, aged 16, was drowned to-day whilst swimming in the dam of the Chelsea Sugar Works. A. man named McCarthy tried to rescuo him but failed. Tlio boy w»s the sou of Mr J. R. Yailo, who resides at Mouut &Uu% '
