Tho "Water Supply. An Exciting; Mootinj.
The ordiuary, fortnightly meeting of tho -Masterton Borough' Gounoil was held, in the Chambers- last evening, Present—His Worship the Mayor and Cra E,- Chamberlain, Cnllon, trapper, Eton, Perry, Renal! and Hesscy, - - Tho minutes of the previous meet.'ngjrere read and confirmed. Correspondence.
■ From the Clinirmnn of' the Temperance Hall Trustors, submitting tho terras proposed for tho lease of the Temperance Hall section ; also asking permission to sunlet 30 feet of Town Acre lii to the. Volunteer Fire Brigade,—Cr Gapper moved that the letter ho referred to the Finance Committee for consideration,—Or Cullen seconded.—Carried. ■/ From the Secretary of the Wellington Benevolent.Society, stating that the Trustees-had already been appointed,—Beceived. From Secretary of. the Masterton School Committee, requesting that the weeds in front of the Mastertou School fence be removed,—On the motion of Or Gapper the matter was referred to the Inspector of Nuisances, Works and Finance. - The report of'tho meetings of the Works and Finance Committees waß read adopted. ' . Or Gapper moved that tenders be called for rectifying tlie bridge near IWmau'g old store, ' Cr Cullen seconded. Or Perry moved an amendment tliat tenders be called for the rectifying of the bridges on both sides of the roid. ■

His Worship the Mayor stated that lie had drafted a petition to the Government with reference to the iniquitous Charitable Aid Act.- Ho proposed that this petition be printed as a circular and forwarded to various local bodies throughout the colony, so that the House might be appealed to as early as possible to effect an alteration in tho present Act, and unsatisfactory United District Boards bo dissolved and country Boards formed in their stead, At present the country districts were undoubtedly supporting tho poor of the cities. Altogether there were about twenty, two local bodies in tlie colony wliicli would gladly attach their names to the petition.
Cr Gapper suggested that printed copies of the petition be sent to the various local bodies for thoir approval, Ho would second tho resolution, Tho Mayor pointed out that it was necessary to bring the matter before the House as soon os possible, as parties wove not yet formed, Mr Renall could seo no harm in the petition, but ho thought if the Atkinson Government remained in power it would not do much good, The Mayor: But the present Government will not remain in power, Even if they do, thoir majority will be so small that they will he glad to' undertake of this sort to catch Wairarapa support. Cr Renall: But they won't get much of thiit. Water Channels.
Or Renall called attention to the fact that a Mr Tippler, of Wellington, was suing the Council of that city for £IOO damages throug the storm water injuring his property. He would like, to know what would be the liability of the Mastertofl Qonnoil if the storm water oaused damage in a like] manner, . •
The Mayor said-he did not think it was at all wise to have -the channels piled. Ho thought the sooner were cleared out t|e bjttec, $e saw no reaapn why they should have been filled in at all, He suggested the appointment of a qoinraiftee to confer with Mr toall on the matter, Ho did not want to open up old sores, bttt he thought they should attend to the future, Cr Perry. But what became of the storm water before the present wretched channels were put in? Cr Renall: It ran down the channels,

Iu his opinion it was only | a piece of obstinacy on the part of their opponents to raise an opposition. Or Hessey apologised for the' absence of Cr Chamberlain, but said hedid not think Ihny tbould remove the grayel from the channels. He was quite prepared to accept a atirply on conditions that it was properly carried out, ,He thought it was quite out of place for Cr Eton to attribute stubbornness to the, oppositionists. The Mayor, thought it was very desirable that the right of the water should be acquired from Mr Renall in a legal manner, Or Renall again alluded to the question and stated that the supply had been stopped in consequence of the obstinacy of the Cour,oil, • Or Perry, suggested that the taking of notion be; held oyer for a full meeting of the Council, The Mayor: Ido not think the matter is of such extraordinary, importance that it should require notico of motion,

Tho motion was' then put and carried) the ayes being the Mayor and Crs Renall, EJton and o»llen,,and tho noes Crs Hessoy, Gapper, .Chamberlain and Perry, The Mayor gave his casting vote in favor of tho motion. Cr Gapper: hit not necessary to rescind the former motion before tho present one is carried ? Or Hessey; The Mayor has ruled otherwise, Cr Renall made some further personal remarks about the aotion taken by Or Chamberlain in the matter,.
Cr Chamberlain: I rise to a poiul of order, Cr Renall; Cr Chamberlain doe: not know of what he is talking! The Mayor: Order 1
Cr Renall: I shall havo my say. Cr Gappcn is Or Eenall the Mayor, or' yourself, Mr Chairman? It is not right that ho should go on as he is, .

Mayor: I have appealed to you, Cr Renall, At first I thought I was the Mayor, but 1 am beginning to cpnolude otherwise, I am a younger man than you are, but I have a respect for dignity and we must have order.
Cr Renall: It's all right Mr Mayor, I'll abide by your ruling, Cr Gapper: This is the most disgraceful meeting ever held in the Chambers.

One of the most heated discussions ever heard at tho Council table was here brought to a sudden termination by a motion for adjournment being put and carried amidst npfo^
