The most noticeable feature of the Public Works Statement was a' tablo giving a list of "incidentals" in connection with loan oxpendituvo. With borrowed nionoy as with other business experiences it is" the extras" that swell the bill. Tor the last seven years successive treasurers have been boasting of a surplus or lamenting a deficiency of a few thousand pounds while nearly half a million was bein» expended annually out of loan on items which it is now found ought to be provided for out of current revenue. During the .septennial period referred to public buildings swallowed nearly three quarters of a million of money, harbor defences nearly halfa minion,and unconsidered trifles a quarter of a million. The day for these things is over and the ministry may be congratulated on accepting the inevitable and maintaining a majority in the House at a time when they have nothing to give away. If they ■ hod a public works fund at their back they would breakup the Opposition, with it, as Oppositions have been wont to be broken up in tho past, but the Government have no favors to.bestow on either friends or enemies and under these circumstances it is gratifying to find that the-former are loyal and the iatter more united than they were in the evil old days, wlieii votes had a market value.
