Further, I would ask you, sir, do you consider it fair and just that the ratepayers who contribute from two to three pounds -by speoial rate, to the library fund should be placed on the same 'looting as those who only contribute from ouo penny to a Blulling.;to the; samej fund, and be asked to pay another five sbillingß if they require a book ?
