MASTERTON BOROUGH COUNCIL.
The ordinary monthly raeetiug of the above Council was held last evening, there being present—Cra Gapper, (in the ohair), E. Chamberlain, Mason, MoEwen, I, Chamberlain, Dixon, flesaey, Fitton and Perry, An apology for non-attendance was read from the Mayor. • The miuutea of tho previous mooting were read and oonfirmed, Correspondence, From Wairarapa North County Council, steting that the date of meeting on Charitablo Aid question had been postponed till the 29th instant.
From E, 8. Hawkins, asking if the Counoil wished him to be present at the above Conference, The Town Clerk stated that a reply had been sent by instructions from the Mayor, to the effect that they would bo glad to see Mr Hawkina present, but they could not see their way olear to invite him.
Or Gapper said Mr Hawkins had been very prominent in tho matter, and he considered he should have been requested to attend, On the motion of Or Fitton the action of the Mayor was confirmed. From Colonial Secretary, stating that Colonel Roberts had been- appointed Judge of tho Assessment Court for the Wairarapa. Eeeeived.
From F, Holloway, re footpath in front of the shop of Wong You, Or Gapper thought they might use the metal in their yard to complote this work. Cr Dixou concurred with the remarks of Cr Gapper. Cr Fitton asked if the levels for tho footpaths in this neighborhood had heen taken; it would be useless to do the work otherwise, On the motion of Cr Mason, seconded by Or Fitton, it was decided that the Works Committee undertake the improvement requested. From T. Cook, New Plymouth, asking for information regarding borough carting, etc. The Town. Clerk was instructed to reply to the letter,
From Wairarapa South County Council, stating that if other local bodies conourred it would pay the pro rata distribution re Charitable Aid; asking also if the Council would be willing to pay its share. Referred to the Finance Committee,
From Treasury, forwarding £'. collected in district Courts for bread of Borough by-law,
From J. B. Keith, requesting that the case of Mr C. Blinkhorne, an occupant of a borough cottage, who was infirm through old age, be considered, and that his rent be remitted, The Town Clerk stated that it was in the power of tho Council only to forego tho rates. It was decided oa the motion of Cr Fitton, that the rates to date of Mr Blinkhorne be cancelled and that the letter be referred to the Finance Committee to report at next meeting, From H. C. Bentley, stating that it wasiippossiblo for him to pay his rates,. It <wae resolved that Mr Bentby be permitted to distribute rate notices to meet his rates. -
From J, Clark, re Native Lands, Eeeeived. From Mr A. W. Renall, atating that Mr Hooper and himself had decided that it would be tho correct course for them to meet the Works Committee and askingif such meeting v/oi}ld bo convenient. Or Fitton considered ndfiarai oiuld result in the proposed meeting, 5 althoughit might end iuconversation.; Or Mason' thought \i similar Utter from Mr Hooper'should he' received;' as that gentleman at six o'clock in the evening had said ho had not given the matter consideration. It was ultimately resolved on the voices that the request of Mr Rouall be granted. Or Perry added that tho meeting would end hi no possible good. The next ordinary meeting of the Works Committee was fixed as the date for the conference.
•OAB COMMITTEE. ■' The report of tho Gas Committee was read, whioh showed that the lamp at tho corner of Obapel and Renolt Streets had been erected. The resignation of the stoker(MrHeardon) was received, and recommended to the Council for acceptance. It waß also recommended that a lamp be erected opposite the water-hole in Queen Street.
The report as read was adopted, FIBK BRIGADE. The report of the Municipal Fire Brigade Committee was read. Tho question of uniforms and horse shed wero held over, together with that of
the station at Kuripuni. The report was adopted. Library Commitiee. The report 'of the Library Committee was read and adopted. Ordinary. Cr T. Chamberlain proposed that a few loads of saud be placed on the footpath near the Theatre Royal, Cr McEwen seconded. Carried. Cr Dixon asked the Council to re-consider thoir decision regarding Caselberg's crossing, He thought the expense would be very small and the work easy.' The path at present was unsightly and nnoorafortable. They could not expeot Mr Caselberg to do the work again. He would move that the Works Committee be instructed to have the work done. Cr Hessey said it was a matterof width. Cr Dixon replied that the work
would not cost £l, I Cr Gapper pointed out that unless I the work was well done it would be : simply throwing money away. Or Mason seconded the resolution, i He would support Cr-Dixon, because he was moving iu the interests of pedestrians, and especially ladies. Cr Perry wished to know why they should spend money on Mr Caselbsrg's crossing. This opened up a large question; if they did this work anyone might apply for the same. Cr T. Chamberlain said the matter had been settled at last meeting, and there had not been any fresh points adduced.
Cr Hessey would vote agaiust the motion on the grounds that it was a poor job. Cr Dixon, in reply, stated that there was not a crossing in Queenstreet so ball as the present. The matter had been decided by last meeting on account of the cost. Several other councillors having expressed themselves against tho work being dono, the motion was put and lost. Cr Dixon suggested that a Borough weigh'bridge be established. They had to pay for freight and carriage of their coal. Cr Gapper considered it was the place of the Works Committee to recommend a weigh bridge if it was necessary. Cr Fitton said ho had gone fully into the matter and considered the procuring of a woigh-bridge was out of the question. From ohquiries made ho found that the bridge would cost over £IOO. Cr Gapper thought it was a mate for a private individual to undertake. The Council could not afford to pay its officers increased salaries, Cr Dixon replied that if they saved a ton of coalon each order the bridge would soon pay for itself. . Cr Petry wished to know how they could ascertain the weight of the coal. Cr Fitton said it was weighed in Wellington. The matter was then allowed to drop. ESTIMATES.
The estimates of receipts and expenditure for the year 1890-81 were read and adopted,
A general rate will be struck at next meeting,
TENDERS, . Five tenders wero reoeivod for 7 chains 83 roods formation and metalling in Church-street, and that of J. Cavanagh at .£l7 19s 4d accepted, Arcuer-strekt, Cr Mason said he was surprised that the Works Committee bad done nothing to this street. He thought jit should be repaired at ouce. Ho would move in the matter at next meeting, and gave notice of motion on tho subject. Annual Report.
The report of the. doings of tho Council generally for the past year was read by the Town Cierk, Cr Gappcr suggested that a special meeting be held to consider the report, which was a thoroughly exhaustive one.
Cr Mason askel if the report would not be published, Cr Filton favored tho holding of a special meeting tooonsider the report, The matter was allowed to stand over till next meeting.
Gasworks Assistant.
Cr Mason moved that applications, tooloßo on day of next meeting, bo invited for tlie position of stoker to the gasworks. Cr Chamberlain seconded,—Carried. •Noticeop Motion. Cr Fitton gave notice to cam at noxt meeting, that a general rate of Is in the £, and a library rate of Id in the & be struck on all rateable property within the Borough. The meeting then adjourned.
