Sir John Pender, chairman of the Eastern Extension Telegraph Company, has submitted fresh tariff proposals to the Agents-General, Mr Gladstone, in presenting the (Jobden Club address to Mr Thomas Potter, admitted that Freetrade was undergoing a period of danger, and tliat its doctrines had lost much ground during the past quarter of a century, owing to a large extent to European militarism, The American and colonial action in excluding the Chinese, was Protection pure and simple. It was the virtues not the vices of Chinese that were dreaded. He believed that Freetrade would triumph shortly in America,

In the Reichstag, General Capiivl paid he reviewed tho colonial policy with misgivings, but a retreat r,ow was impossible. Bullets and Bibles, he said, must civilise Africa.
Heir Marschall, speaking in the Reichstag, said the Kraperor'a chief cure would be to proceed amicably with England over the question of the African colonies, and persevere with settlement despite petty disputes, Do Caprivi hoped the Government would shortly be able to leave the company to administer the East African territory.
