The cause of complaint arises from a faulty construction of cesspits and want of ventilation at the main school outbuildings, and should be put on the proper shoulders. Until these are altered there will always be cause for complaint, and mittee'that they obtam-arepol from tho County Engineer or some equally ' trustworthy source as to whether those , outbuildings are built upon proper & principles.
