Masterton Borough Council.
The ordinary fortnightly meeting of the Council was held last night. Present, The Mayor, and Crs Perry, E. Chamberlain, Mason, Gappor, Dixon, McEwen, and Fitton.
The minutes of the previous meet' ing wero read and confirmed.
A letter was read from the County, CoiiEoil ot Wairarapa North, stating the law costs in the ease of,the. Wellington Benevolent' Society due by tho Masterton Borough Council amounted to £B4 19s 9d, It was resolved that the sum named be passed for payment. Lieutenant B, Hounslow, on behalf of the Volunteer Fire Brigade, applied for permission to remove the gravel from the footpath in Hall street, sons to got at the tiro plug placed there, for the purpoße of practising with their hvdrant.
On the motion of Or Dixon tho application was granted, subject to no obstruction being created. _ Mr F. Chapman wroto for permission to break up the footpath in Hall street, or other suitable place, for the purpose of erecting a weighbridge. Referred to tho Works Committee to report upon.
Mr Chapman, who was present, said he thought tho most snitablo Bite would be on the road leading to the railway station. He would rather leave the question of site in tho hands of the Works Committee, and as his application was referred .to them, ha would wait upon tho committee at their next meeting. BEPORTB. Tho Works Committee reported that a special meeting had been held and plan and specifications approved I'or the formation and tuetalling of George street East.
Tlio report was adopted and the clerk instructed to cull upon the property owners to make the portion of the road fronting their-properties. The Fire Brigade Committee's report dealing with the Bite for an engine shed at Kuripuni was read. Sundry requisites, amounting to £3l, were recommended for favourable consideration. A claim for ten Eliillinfja for horse hire at a recent fire was rocommnndod for payment. Or Dixon said it was a waste of the Council's money to pay for horse hire for the purpose of draggiug the engine to a lire. In the present instance the fire waa aoross the road but a couple of chains away, and the lioi'se was not pnt in the shafts,
The Mayor said tlio rule laid down was that the first horse at the Jubilee shed on an alarm of fire being' given to entitled to 10s and if the engino was drawn over a distance of five chains a further sum of 10s was paid. If Or Dixon. wanted the by-law rescinded he would have to give notice of motion.
Or Gapper moved and Cr JDixoa : seconded that the length of hoseasked for be supplied and half the amount for caps, belts, and spanners be voted. The former thought the balance might very well be raised by private subscriptions. _Tho motion after some,'further discussion was put and earned.
The Gas. Committee's report .wa3 read, The quantity of gaß made during the month of .January amounted- to 185,900 cubic feet, being an increase of 95,240 feet for the aame period in 1889.
The Manager reported that James Roankni, assistant, had been taken ill on the 18th January, and was absent from work to February Ist. Cr Fitton moved that Mrßeardon bo paid for the timo ho had been laid up. He bad beeu three years in the Council's employ, and during that timo ho had never had a holiday. Or Mason seconded the motion.
The motion was put mid Isat ou tho casting vote of thu Mayor, Ayea, Crs Pitton, l)ixoti ( Mason; and iE.Chamberlain; Noes, Cra McEwen, Gapper, Perry, and the Mayor. Or Mason asked if the Goun'cil would makoany allowance to Reardon. Ho was a poor man and a hardworking servant of tho Council, and could illafford to lose his wages, through sickness. •
The Mayor said ho might bo a poor mail, but he was well paid. Or Fitton did not consider he wan well paid. He got 10s a day for working from 1 o'clock ut night to 1 o'olook in the movnintt. ■ The matter dropped without any action being taken, Accounts. amounting to L 8 Ms lid, as recommended, were passed for paymont, and tho report as a whole adopted,
Thu Library Committee's report was submitted and adopted. Mr Westbrook, having failed to carry out his contract for the supply of firewood, it was resolved that' tho next lowest tendorer, Mr Chapiunn, be asked to supply three foot wood at tho jirice bo offered when tenders were invited.
One months' leave of absence was granted to Mi's Reilly, custodian of the library, provided sho obtained an efficient substitute to eari'y out hot duties.
Mr G, Johnston submitted the plan of an outbuilding to be erected of J iron at tho back of his store, Referred to the Works Committee, This concluded tho business. I Property Tax Department ro Nativo Ratos; Mr-J. J, Wilton re forming slodgo road to join Mr H. Wilton's property; Property Tax Department stating that vouoher has been sent to the Treasury for Ll 12s lOd rates on Native Lands for 1887-88: Castle-, point Road Board granting 80s to improve the track on Mr NichoU's property.
Resolved i l'hat the roadmaif ascertain particulars of Mr J. J. Wilton's, requirements and report to tho next meeting that tho clerk apply to Messrs Nieholls and Laing for payment of L2l7s Bd, engineer's charges for report on Mangapurupurn line:-; that the" clerk write to Castlepoirit iioard acknowledging letter. Accounts amounting to L2B 4s 8d were passed for paymont.
The. Cromwell Argus states that a peculiar afleotion of tlia eyes has been epidemic in Cromwell during the past fow weeks.
