The Wairarapa Daily FRIDAY, JANUARY 31, 1890. A Town Board Job.
We take from the Pahiatua Star the following singular paragraph:
Tub notice of motion given by Mr Beese at last night's meeting ot the Town Doard with retorenco to raising tho Clerk's salar (torn £'2o to £-10 R-year, mieht Btvike tho ratepayers as being a pieco of extravagance but we think Mr lieeac'a explanation of tho matter tonoa tho proposal down considerably. Ho mentioned that Mr Briggs had, since his arrival in the district, spent a considerable amount of money in the erection of sale yards, auotioa room, {to., but owing to Uie dull times it did not pay to take out an auctioneers license. Even now Mr Briggs would not take out a liconse if he had to pay £lO a-year for it, No refund ol the. amount could be made, but by increasing the clerk's salary as proposed would meet the case, Tho Board would be a clear gainer of £2O in the transaction, Mr Kccse admitted that this was a somewhat original course to pursue, hut he and other members considered it a just one, • It would almost appear that Mr Briggs, in his capacity as a good customer of the Board, is master of the situation, and that his salary must bo doubled irrespective of the work he is supposed to perform. The idea is certainly original, and we must confess to a sensation of sutpriso at the source from which it emanates. Public men in up-oountry townships do occasionally take new departures in conducting their business, but we should hardly have thought that a veteran like Mr Reese, who has graduated at the Waste Lands Board and obtained some insight into the rules upon which public matters are decided, should have endorsed so singular a proposal. The notice of | motion is an avowed illustration of | the old practice "scratch my baok and I will soratch yours," and constitutes a bargain which ought not to bis made between any public body attf its servant. It is an untenable position for a Board to assume when it undertakes to give its clerk a larger salary than tho work Jis estimated to be worth, the equivalent for tbo excess being a private consideration. To offer Mr Briggs an increase to take out an auctioneer's license is just as appropriate as it would be for the Masterton Borough Council to give a bonus to a person to take out a publican's license. The thing'as proposed by'Mr Eeeseis essentially wrong, and whether it is to the pecuniary advantage of. tho Board or no, it should bo stamped out. It is to all intents and purposes a'job, and its only merit is that it is being perpetrated openly, instead of secretly. Mi' Eeese may be animated fvith tho best intentions, and Mr Briggs may be an exemplary officer, but the establishment of improper relations between the Board and its servant, which must result from a bargain being made that the salary of the liiftpr bo doubled if ho renews his auctioneer's liion?e, cannot be either loned down or explained.
