The Wairarapa North County after launching into existence come nine little road districts has refused to act as an accoucheur to a tenth, Home little friction may possibly arise from its refusal to perform on this occasion that which has so often been done in Iho past, but such friction will be clearly beneficial. some real power. At present they act as commission agents for the General Government, and us coadjutors to Hoad A Boards, but they,
though the natural successors of the big Provincial Governments—now uo more—have little or no weight in the community. What we need is one big Wairarapa County; a County largo enough to hold its own with tho Government on the one hand and tho Koad Boards on the other. Not that Road Boards arc necessarily hostile to a county, but they are frequently in a position to break up the superior body if it does not give effect to their views, ami if Count) Government is to bo effective it should bo independent of such influences. A powerful County taking in the whole of North and South Wairarapa with a well equipped staff would be a great advantage to the road boards within its area, and if such functions as the administration of waste lands, the management of hospitals and charitable aid and the charge of tljp Licensing Act were relegated to it the County Council would become a real governing body with large responsibilities, Such a local body would command the services of the best public men in the district. It would bo a district honor to be a councillor, and the position of Chairman, would be second only to that of the member for thedistinctin the House of Representatives. We are not sure that even .Education Boards might not be swept away with 'is much advantage as Wa'sto Lands Boards, and the general man-
ligament of the Wairarapa schools handed over to County authorities. J We would like to see some movement made iu the direction of establishing a real system of local self-government, and when we see a county asserting itself as has been done in the case of the proposed Otahwto Bpiid Board, we begin to hope that there is a futip for the county system. It is quite possible that some incouvenieuce to settlers iu the proposed new road district , may result from ■ the unexpected refusal of the Comity to make a proclamation. This is a point in which wo l|ii,yg not sufficient information to express an opinion. The fact which is specially noteworthy is the County taking upon itself a power of veto which it never oxercised before, although it has heeu obyious that'in: some ipsjauces-a public .benefit would have resulted frbi# its

Wo want a few discontented local bodies to remind Parliament and the country that our local governing system is a sorry makeshift.

It was resolved thai a jubilee meeting be heid in tho Mastertun Drill Hall on Wednesday evening, at 8 o'clock, and that the Mayor and Corporation bo requested to convene the meeting and join injtho movement. On Mr P.wnall's suggestion it was decided,to lay tho following as a programme on Wednosday evening That the festivities consist of Monster picnic, procession o£ Friendly Siioieiies, Volunteers, Fire Brigades, school children, und other bodies; also a display of fireworks, concert, torchlight procession, dinner to old settles, and any other items tho moeting may think 'desirable.
