Washington, December 5, Mr William Wnidom, Secretary to the Treasury, proposes to repsal that portion of the Bland Act under which the coinage of silver is restricted to not less than two million dollars monthly. Ho suggests that Treasury notes should bo, issued against the deposits of silver bullion, payable on demand at the market rate of silver.
