The hist piece of patronage exercised by the Ministry has hen 'received with considerable dissatisfaction throughout the c;ilony. Kecently the important oilice, of Oilicial Assignee at Christcliuich became vacai:t, and it was expedient that a picked man possessing a little legal and a good deal of commercial knowledge should have been selected to (ill it. The Chiisichnrch Chamber of Commerce could, no doubt, have given the Government a lead in making a suitable choice, hut it unfortunately happens that by law the vacancy could only be filled by a civil servant. The Government, therefore, had no discretion outside tho civil service, and it became their duty to promote to it the best qualified officer in the depart incut with which the Oilicial Assignee business is connected, viz,, that of Justice. For some reason or another tho Government went outside this particular department and selected for the post ati officer in the Audit office. This was, initnrally, extremely unsatisfactory to clerks who have been in the Justice department some twenty or thirty years, and in many instances waiting nearly a generation for a promotion which never comes. It is said that during the past few years it lias been the custom when good positions in the Justice department became vacant to till them np with outsiders, and the Government may be able to plead precedent iu.ll.ie present appointment. Our Ministers of Justice have usually been the weak or youthful mepibers of tho Cabinet, and they may perhaps be excused for the blunders committed in a department which they did not possess either the ability or the experience to. control, Tho only responsible person appears to have been the permanent uiider-secre.tary, a mysterious being who, with a feeble or inexperienced chief, is virtually the Alpha and Omega of the department.
