ENGLISH. London, November 17. Lord Hosebery.speakingat Mansion House yesterday, said tho great sympathy shown by Australia with the dock strikers, taken with tho Soudan incident, showed that there was a healthy tone in the colonics in the direction of the unity of tho British Empire.
Nearly all the master bakors have now conceded the demand of the men for a reduction in the hours of labour.
TII9 Eoad Car Company have granted tho demand of the busmen for a reduction of the hours of labour to 12 hours as a day's work, on condition that the other bus companies make a similar concession.
The earnings of the Tilbury Dock labourers have been increased by 4s and lis weekly. In some instances the wages of the men employed at other (locks have also been increased by 8s and 18s weekly. Lord Eosebery, speaking at the Mansion House yesterday, said the existence oftlte Federal movement now inaugurated in Australia dopendod upon tho periodical renewal of the conference of colonial delegates in London, At such conferences, Lord Eosebery said, such questions as defence, and postal and telegraph systems, mightproperly be considered, Lord Carnarvon on tho same occasion expressed the hope that the larger question of the federation of the Empire would be submitted for consideration at the noxt Colonial conference.
The Times, in the course of au article on federation, says tho pro moters are forcing the pace, but at present there is no ground for practical agitation, and it will be necessary to await the result of Australian federation before it is either prudent or profitable to move further in tho direction of Imperial Federation.
