Such special rate shall be an annually recurring rate, and shall be paid in two half-yearly instalments, first payment to be made on the Ist day of February. 1890, and the second on the first day of August, 1890, and on tho same days iu each following year for twenty-six years, until the debt is liquidated. 11.
