Masterton Borough Council.

■ The ordinary fortnightly meeting of the Council was held lost nighty Present—The' Mayor, Crs Heron, Perry,. Fitton, Oullen, Hessey, Eton, Dixon, Gapper, and Chamberlain, j The minutes of. the. previous meeting were read and confirmed,

The Secretary of the Anglers' Society wrote drawing the attention of the Council .to the'state of the river from the Government cottages to Collier's wool works, The river was being contaminated by the deposit ot filthy rubbish, and this wasdangerjus to health as well as causing destruction to the young trout in the stream. . Or Gapper moved, and Cr Fitton seconded, that a copy of tho letter be sent to the North Wairampa County Council, as that body had control of the river. Carried.

Mr H. Bentley petitioned the Council to supply him with work to enable him to pay his rates.

On the motion of Cr Fitton it was resolved to offer Mrßentloy tho work of delivering rate notices if he would nndertako it, in lieu of posting them. COMMITTEES, The Gas Committee's report was read. It was resolved that the offer of tho residents on Keaton estato tor the supply of gas bo recommended to the Council for acceptance. Accounts amounting to £2G 15s Ad were recommended for payment. Tho report was adopted. The pound report was read, and the Mayor moved that tho Town Clerk bo requested to lay before the Council at its next meeting tho financial state of the pound. Seconded by Cr Gapper and carried. The Finance Commtteo report was read. It recommended tho payments of accounts amounting to XG2l7s7d and tho sum of £BG 15s 7d as

refused to the County Council for monies paid to tho North Wairarapa Benevolent Society to be paid as permitted. That a sub-committee be appointed to confer with tho Wairarapa North County Council on tho Hospital and Charitable Aid bill.

The Wages sheet aud accounts as recoineuded by the committee were passed for payment,

It was resolved that a committee consisting of the Mayor and Or Gapper be appointed to wait upon the County Council to take into consideration the proposed new Charitable Aid Bill,

The remainder of the report was adopted. The Works Committee's report was read, Tho overseer reported upon the works done since last meeting. The committee recommended that Lincoln road and the upper end of Perry street he repaired, An estimate was put in of tho cost of repairing Queen street, Ur Chamberlain pointed out that if all tlio work was done by the staff there would be very little extra payments for the works required, The Works Committee report was adopted. Tho street-widening committee's report was read.

The Trustees of tlio McKenzio estate wroto stating- they could not accept the torms offered by tho Council, but would convey tho land required for widoning Dixon-street and Columba road, upon terms to be arranged.

The Committeo wore appointed to arrange with tho Trustees for the land on terms. Tho same committee recommended tlmt the road through tho Akura should be continued through Mr Perry's land t) the Upper Plain road, Adopted.

Authority was given to the Mayor and Crs Gapper and Huron to take tho necessary steps to obtain roads through Altura under the Public Works Act; In reference to tho by-law referring to bawlm, Cr Eton intimated that it was not his intention to proceed further in tho matter,

The Inspector of Nuisances reported upon sundry nuisances, also tint ho had given notice to several owners of sections whore the trees overhung the roads, and asked as to what height it was necessary trees should bo trimmed off. A white pine tree standing over tho mill stream was a danger from its likelihood to blow down. Ho had issued summonses against the owners of unregistered dogs, and intended taking

out a fresh lot of summonses forth'

In reference to the nuisance caused by existing urinals at hotels and boarding-houses, it was resolved on the motion of Cr Gapper to instruct the Inspector to givo notice j that unless tho nuisances are [abated to his satisfaction within fourteen days he shall report each case to tho Council with a view to further legislation. In' respect to trees, Cr Heron moved that limbs over-hanging the footpaths should be cut away to the height of nine feet. Cr Gapper seconded the motion pro forma, but drew attention to tho nuisance in several instances, more particularly on a section of the road where it was half a chain wide in Dison-streot.

Crs Hessoy and Chamberlain thought it objectionablo to lop and ijisfigure trees : a|l tough the town. It was ultimately 'resolved to \ instruct the inspector to use his discretion in ordering the removal of overhanging branches where no is shown to be done {<) tb« road. I

The inspector of buildings upon sundry breaches of regulations, Au extension of time for fourteen days was given in two cases to comply jyitli the bylaws. It was resolved on the motion of Cr Oullen, seconded by Cr Fitton, that the Gas Committee bo authorised to lay on gas to tho Volunteer Firo Brigade station, and that tho gas be supplied to thorn freo for ono jot. • Gr Dixon niQved Hint tho Works Committee bp' 'to put in culverts at tho junction of Miriam si and Worksop road. Cr Fitton said tlioro was a place in Church street whoro lie boliovcd tho " Invincible" could flout. (Laughter.) The motion foil through for want of a seconder. Cr Dixon moved that wood cartel should bo called upon to pay a license, They cut up the road, and in many eases contributed nothing to the revenue.'
