Wairaiana North County Council.

Tho ordinary monthly meeting of the Council was held on Tuesday, July 9th, Present-Messrs W. IT. Bpetliam (chairman), Maunsell, Dagg Von Reden, Meredith, Chamberlain, Elder, mid Handyside, I'lio minutes of tlio previous meeting were confirmed. COBIffiSPONMSNOE. Prom Cr Handyside remitting sheep tolls taken at Akiteo. From several persons remitting rates. From.'clerk Alfredton Licensing District with statement of licenses granted. From se?eral licensees remitting, hotel license lees. From W. C. Smith intimating his intention to oppose any increase in the rate ot interest on Government Loans to Local Bodies. From W. 0. Buchanan re same. From Bell, Gully, and Izard re road through section 105 and 10G. From A. Anderson forwarding payment for road frontages in Eketahuna. From Cr Holmes asking leave of absence from two meetings. From Colonial Treasurer stating the £7OO loan for Tiraumea had been provisionally agreed to. From E. Tomlinson agreeing, to price of land talton for road purposes. From Secretary North Wairarapa Benevolent Society applying for a further adva.ice of £3O.

WHAREAMA HOAD BOARD. It was resolved that the services of the Engineer be granted to tho Whareama Eoad Board on tho usual terms. The Whareama Eoad Board asked that excepting in cases of emergency the expenditure of the Board's money for road purposes shall, with the consent of tho Council, bo expended under the supervision of the County Engineer, Cr Elder asked that the Council should postpone the consideration of the resolution. It had not been passed by a full Board,

Cr Meredith said he had no objection to the resolution being held over, but the members of tlio Board had all had notice of the motion and he understood that Mr Elder was in favor of it. The object was to avail themselves of the services of Engineer so as to get the best value for their money,

It was resolved to hold over tlie consideration of the matter until after the next meeting of the Whareama Road Board, COUNTY MAP, Mr G, Fannin forwarded a map of the County which lie had prepared for the Council, and as he had been at great trouble and espouse in preparing it and searching titles to see which were legal roads, he aslced that tho Council would grant him a bonus as the maps on which ho had estimated the cost were not reliable ones.

Mr Marehant also wrote stating there was a great deal of work done in connection with searching titles. The work was valued at £4O, which he considered a very fair price. Cr Von Reden said he quite sympathised with Mr Fannin, hut it would be a bad precedent. Tho work was done by Mr Fannin at his own price.

The Chairman pointed out that Mr Fannin had added important work which he had not stipulated to do. Ho had had to search the records to find which were legalised roads and had not confined himself to tho information obtainable from tlio existing maps of the County.

Or Meredith said even if that were so Mr Fannin ■ lmd exceeded the specifications and compiled work he was not asked toundertako, and then asked the Council to pay for it. Cr Mamisoll thought Mr Fannin should havo given the Council the opportunity of saying yes or no when lie found tho compilation of the map involved so much extra work.

The Engineer said tho Government records had been found incomplete by Mr Fannin and ho would therefore have to go to considerable trouble in obtaining tho necessary data to post up tho Government work,

Cr Von Reden moved that no bonus be granted to Mr Fannin, Tho motion was seconded by Cr Maunsell and carried. KKETAIIUNA FRONTAGES, One months cxtonsion of time was granted to Mr A. J, Rawson to complete the survey of the frontages to Eketahuna township. LEAVE OF ABSENCE Cr Holmes was granted leave of absence from two meetings. BKKKYOLENT SOCIETY, It was resolved to make an advance of £SO to the North Wairarapa Benevolent Society provided the Masterton Borough Council agree to pay their just proportion, ROAD SURVEYS. Messrs Bell, Gully, and Izard wrote asking that steps might be immediately taken by tho Council to have the survey of the puj through sections 105 and 100, Bowlands, lodged m the Land Office, and asking the Council to take steps to declare it a legal road under tho Land Transfer Act. The chairman moved that the Council has no funds to have a survey of the road made with sufficient exactness to comply with tho requirements of the Land Transfer Act, and that a reply be sent to the applicants to 1, tlifit effect, at the same time pointing out that tho road was a legal one on which publio money, by way of loan, to a considerable amount had been expended, and it had been adopted with the full consent of the owner,

Seconded by Cr Von Kcdin and carried. " The chairman farther stated that to survey the roads that wo in a similar position to tho one under discussion would cost quite L 7 per mile, - DEPUTATION, Mr Britt waited upon the Council and asked why the sum of L!) had been stopped off his contract money for fencing. Tho engineer explained that there was a [less number of chains erected than was shown in the contract; and that'difference only had Ijeen stopped. Tho 'liinjjth of-icncing was only approximately stated. It lyas estimated at 27 chains and only 17 ohains were required to be erected. Mr Britt said in another part of tho same contract ho tendered at 'ls per chain to remove an old fence and re-erect it, and found it necessary to add ten oiiii"! ?! new complete it, and which cost II a eiii!!". For tl}is ho was allowed nothing, In the present case the length was less and the engineer wanted to stop it. The chairman saii the only claim appeared to him to ho for labor' for the erection of tho ten extra chains jn another contract, Or Meredith asked Mr Bremner if ho could recommend any payment on account of extra \york done in fencing.' Mr Bremner said Mr Britt's contention meant that in consideration of the very low price at which he had

taken the contract) tho Council should not enforce the reductions. He had carried out liis work in a thoroughly satisfactory manner, and he had been paid for all work done in accordance with the terms of the contract, Mr Britt said he had allowed nothing for labor. The only deficiency was in the few chains, Ho had done many extras, ,and the Council should not stop the few chains of fencing off him. Mr Britt having withdrawn , the matter was discussed. Cr Chamberlain said he had no doubt Mr Bremner had kept strictly to the contract, There were two contracts, one on Mr Yallauco's specified for the romoval of 1G ohaina of old fencing at 4s and founiit took 2G cliaiin for 10 chains of which ho had to find new material, and yet had only been allowed at the rate of 5s per clmin. In the second contract ten chains of new fencing less than tho specifications was erected and £9 odd was deducted off him,

Cr Chamberlain moved, and Cr rl Dagg seconded that while this / Council cannot recognise any claim by Mr Britt under the terms of his contract, it concedes to him the sum of L9,—Carried. DEFECTIVE BRIDGE. Mr J. Elley waited on the Council with reforence to a claim for compensation for damages done to his horso through falling through the decking of the Waingawa bridge,' He said the horse was cut about considerably and had both knees broken. He valued the horse before the injury Lls, and would be prepared to tal&j L 5 for it at present. The Chairman said ho passed tho spot just after the accident and saw the injured animal, but did not know what state it was in at present. Mr Elley said tho animal had been turned out for three, months in consequenco of its injuries. Mr Elley having retiredthe matter was discussed, and it was resolved, on the motion of Cr Meredith, to tender to Mr Elley the sum of-L4, in v full satisfaction of the claim. . FINANCE COMMITTEE. The committee recommended as follows: To disallow the expenses for attending licensing meeting of Messrs Dowsett and Moras; that tho Council insist on the promoters of any new Bond District giving a guarantee for the expenses of construction ; that accounts as per timo x sheet be paid; that the'application of the Benevolent Society be referred to tho whole Council—The report was adopted. , ,j Tho engineer's report was also read jim and adopted, with tho exception of tho' suggestion as to appointing a ranger on tho Mastsvton to Waimata road. •

In respect to tho application of a roadman for allowance for horse feed, it was resolved that an allowance of 10s per month be made to the roadman on this particular section of the road, from May to September in each year, on the condition that the engineer certifies that the circum. stances of this caso are exceptional and should be specially dealt with by tho Council. Re Clmritablo Aid Bill:—Cra T Bcetham and Dagg wero appointed a Committee to confer with a Coramitteo of the Mnsterton Borough Council to consider the Bill and make any suggestions relative to amending the same, such suggestions to be sent direct to Mr Buchanan with a view of saving time, Tho adjourned special meeting to consider the balance sheet was held. It was resolved that the balancesheet as audited bo finally settled a.-. Tho return moved for by (SSr Maunsell at the last meeting relative to separate rates derived from properties on tho Masterton-Waimata Road and East of Taueru was laid on tho table.

Tho rates as already published, general and separate, were struck. Hio Chairman and Cr Dagg wero appointed to sign the rate books. Cr Yon Reden moved according to notice, tho Government be petitioned to insert a clause in the Charitable Aid Act to enable tho County, Borough, or whatever body is dispensing Charitable Aid, to give, A such aid in the form of a loan which « may be recovered whenever it can bo prayed that the person having received such aid is able to repay tho loan. Carried.

It was resolved that tho credit balances on separate accounts Nos. 10 and 11 be apportioned between works in Alfredton and Mastorton Ridings in tho proportions of twothirds and oneitlrird respectively, It was'resolved that a commuiiiciCp tion bo addressed to the agent of the' Bank of New Zealand re rate of interest.
