Masterton Borough Council.

The ordinary fortnightly meeting of the Council was held on Tuesday evoning. Present—The Mayor, and Councillors Dixon, Chamberlain, Gapper, Cullen and Eton. An apology was leceived from Cr Fitton for liis unavoidable absence. Tho minutes of the -previous meeting wero read and oonfirmed. BISHOPS RESEKVE UOAD. Correspoudence-From the Secretary of the Bishops Reserve Trust stating that no opposition would be raised to the Council taking the proposed loads through the Bishop's Eeserve provided they were taken under the Public Works Act. Cr" Gapper pointed out that the loads did not appear to be laid off, and no pogs were put in, I'. The Mayor said the roads appeared on the plan and tho linkages wero given. There would be no trouble in satisfying. lessees. The roads would have to be put where they were shown on the plans, • • Cr Gapper moved that tlie ; rMayor, Cr Perry and, the mover bo a 'Committee to complete the laying-off of the road through the' Bishop's Besorve, and be authorised to engage what assistance they may require. The same Committee to be authorised to call tenders for fencing. •■ ■ The motion was seconded by Or Cullen and carried. , : N.Z. EXniBITION. Iroin the Secretary of the.New Zealand Exhibition Committee stating the names recommended had been added to the Committee.

....SIGNBOABD. From Mr F. T. Eedman, asking permission to erect a signboard over the footpath in front of his premises,' Queen-street.' Cr Cullen moved that the application be referred to the Works Committee with power to act. Cr Gapper objected to -the matter being referred to the Works Committee. . It was tne duty of the Council to decide whether the 'plan iof the proposed signboard should be passed, it being different to the design agreed upon by the .Works Committee,

The Mayor.thought it would;be better to erect a fixture instead of; a swing hoard. It was ultimately-decided to reply to the applicant That in the opinion of this Council it is desirable the sign board should be erected in accordance with the plan agreed to by the Works Committee. '■.■■. . , CULVERT. ' .„ ! Messrs Beynolds and Dixon applied to have a culvert put in by the Corporation staff, thejsanie being already constructed. On the motion of Cr Dixon, permission was given to the applicants to carry out the work unaer the supervision of .His Worship the Mayor. ■'. . freeoas. . \ " Mr 6. Foy, Secretary to the Fire Brigade Committee, applied to have gas supplied to them free of charge. Referred to the Gas Committee with power to act. THE WATEIi NUISANCE. Mr W. G. Beard wrote again, complaining of the water running through Mr McEwen's property, and stating that Mrs MoEwen'a health! had already suffered through the nuisance. Ho gavo notice on behalf of Mr MoEwen that unless the nuisance was immediately abated, action would be taken,

The Mayor moved that to put an end if the nuisance the fluming should be put across the section next Mr Eedman's shop at once. Cr Chamberlain asked that the motion be not put that night.. It was deoided at the last meeting that the fluming should not be constructed. The Mayor said that did not matter. They had a perfect right to. move that the work be done at this meeting.

Cr Chamberlain said if the Ma/or attempted to put tho motion ho would leave the room.

The Mayor having decided to go on with the motion, Crs Gapper and Chamberlain' loft the' meeting, and there being no quorum present the business was stopped. The Mayor, in answer to Or Dixon,' said to. prevent the business of the Council being brought to a standstill he would withdraw the motion. This having been' done, Crs Gapper and Chamberlain resumed their seats and business proceeded. ■ STONE BREAKING. . The Secretary of the North Wairarapa Benevolent Sooiefcy ; applied to 1 the Council to provide destitute persons duringthe winter months with employment at stone-breaking. . Cr Gapper pointed out that they had already on hand a great quantity of broken metal in excess of requirements. ■

The Mayor moved that a reply be sent to that effect.

As to the other suggestions of Cr Gapper; that an area should be set aside for a rate for a water supply, it was; a very good one/but it was, the 1 ' people' themselves' that had to; bring that, act into force. Cr Cullen moved That tenders bs called for carrying out the work. Or Chamberlain pointed out that the work was | in the hands of the Works Committee in acoordanoe with the resolution just passed. ; ' Or Cullen said there was a resolution on the books that all work be let by conlract. The Works Com-; mittoe were all opposed to contraofc work.

The Mayor said he did not think that. Ho would, in conjunction withthe town Clerk, undertake to draw • up "specifications. ...
