The new rates on small parcels of produce ■which have recently been issued by the Baihvay Commissioners, and the details of which are now' to hand, prove to be a veritable conundrum. A good deal of time has evidently been spent in arranging them, and that has evidently led to the perplexing variety which has been introduced.
