London, April 22, It is reported that an alliance between Germany and England is being arranged on the basis of England pro tecting the German colonies, and Germany preventing a Russian advance in the direction of Stamhoul and Herat.
The Daily. Chronicle : states that Bismarck is trying to arrange an Anglo-German Alliance, Englaod's part being to protect the German colonies in case of war with France. The Chronicle further says it is reported that Lord Salisbury is inclined .to look with favor on tho proposal, provided 'Germany will-make a Eussian advance on Constantinople or Herat, a casus belli.
It is stated that the Belgian Cabinet have notified General Boulanger that they wore about to issue a warrant for his expulsion from Belgium, and tliat-Boulanger and his friends will coma on to London on Tuesday. It is rumoured that Boulanger will only make a temporary stay in London.
