General Boulanger in his mani- ; festoj from Brussels, whither he secretly fled, says the Government attempted to coerce the Public Prosecutor to'indict him before an unique tribunal under an unique law. He flatly refused to submit himself to the jurisdiction, of a Senate, which, he alleges, is well aware of its unpopularity. He considers the duty all Frenchmen owe to their suffrages prohibits him from recognising an attempt to suppress the liberties .of the people and tamper with the laws of the country. He accuses the present political parties of widespread corruption, of opposing the manifest wishes of the country, and of crushing its prosperity. 11.
