Masterton Borough-Council.
The ordinary fortnightly meeting of the Council was held on Tuesday, April 2nd. Present—The Mayor, and Crs Perry, Cullen, Carman, Gapper, Heron, Fitton, Chamberlain and Hessey. The minutes of the previous meeting were read and confirmed. Correspondence was read from the Corporation of Invercargill, remanur facturing refuse into marketable manure. The Town Clerk was instructed to reply. Permission was given to-Messrs J. Carpenter and E. H. Waddington to erect signboards in front of their business premises under the supervision of the Works Committee. Mr B. S. Hawkins wrote consenting to continue to act for the borough | on the United District Aid Board. Re asphalting the footway in front of the Post and Telegraph offices, Mr Aitken, acting postmaster, wrote stating he had written to the head office upon the matter. The Town Clerk reported the Police Department had agreed to contribute their share of the cost of asphalting.. Mrs C. McEwen wrote complaining of the water flooding her premises and endangering the health of herself and family. She asked that the nuisance might be abated. The Mayor said the water escaped from the water channel over the bridge near Mr Perry's shop. If Cr Perry would pay the cost of taking the fluming over on his side there would be no nuisance. Cr Perry moved that the Committee who had undertaken the water supply have notice to abate the nuisance. Cr Chamberlain seconded the motion.
The Mayor said lie did' not see that the Committee could be called upon to provide the fluming. If Or Perry had but contributed his share the same is the other shopkeepers there would be no trouble. Cr Fitton said the Committee had agreed to abate all nuisances. That was the agreement. The Mayor said permission had been given to the Committee to bring the water in, and he did not think the Committee could be called upon to pay for the fluming. If Cr Perry would come forward now the work might be completed. Cr Perry said he was not an obstructionist, or he would have prevented the water going through bis property. The Mayor and the "Committee should carry out what they had promised.. Cr Heron said there was no doubt Mr Benall was the real offender. He had brought the water down and flooded Mr McEwen. -
The Mayor: I can stop the water .if you'wish it. Cr Heron: You needn't threaten to do that. The Mayor: I'm not threatening to do so; I only say I can. Cr Heron : You can, and no doubt you will, if you like. Or Fitton said the Council could cut the water off without Mr Kenall's leave. The Mayor: I can stop the water, if you want it done, and then you will have to deal with the people. The Mayor explained that the Committee did not consider they had a right to carry the water past their own block. It was for the property owners below, Cr Perry in particular, who should continue the work. He had done his part, and spent a deal of money over it. With such a factious Council, it war impossible for him to complete the work without being put to considerable trouble and cost. Cr Perry :■ I doa't want the water. I think it' 6 perfectly ridiculous for
Bis Worship to take up the time of the Council in this way. He promised to bring in the water withont cost to the Borough, and why don't he carry out his promise ? The Mayor said it was only a question of who was to make the fluming. The cost was -not very much. -
Cr Chamberlain: If you;put the resolution you will know who is to pay for it. - The Mayor said it would come to this. They would have to form a district and then Cr Perry would have to pay his share. The majority would rule the minority. Cr Perry: Never, mind about Cr Perry. He pays hiß rates and keeps his promises. The irregular discussion vas continued for some length, and at last the motion was put and earned. Mr R. McKenzie wrote, asking the Council to remove the broken metal, the property of the Council, that was upon his land as he wanted to plough. Referred to the Works Committee with power to have it carted off if necessary. The name of John Tack was ordered to be inserted on the Burgess Roll in place' of Thomas Parsons. The Town Clerk pointed but that the effect of the alteration would cause a vacancy in the Council in consequence of Cr Parsons ceasing to be a burgess. _ Fire Brigade. The Fire - Brigade Committee's' report was read and adopted. The amended rules and regulations of the Brigade were read and. approved. Cr Gapper suggested that the outgoing custodiarrshould give an inventory of the plant of the Brigade to" his successor. Cr Fitton stated the whole of the appliances were in the hands of the captain, who was responsible to the Council. Cr Gapper moved that Cr Fitton and the Town Clerk go through the goods of the Brigade and make an inventory of the same and report to the Council.
Seconded by the Mayor and carried The Mayor reported that the stream through the Church acre had been thoroughly flushed and cleaned oat to the satisfaction of the Inspector of Nuisances. Cr Gapper moved and Cr Fitton seconded, " That the application for a lamp to be erected at the junction of Miriam-street and Worksop road be granted. Cr Heron opposed the application on the scare of economy. Cr Fitton pointed out that the district referred to had more private gas consumers than any other part of the Borough, and they were entitled to a lamp.. The motion was lost on a division Ayes—Crs Fitton, Gapper, Collen, and the Mayor. Noes—Crr Perry, Hessey, Chamberlain, Heron and Carman. TENDERS. Xhe following tenders ■were received for forming and metalling 28 chains Short-streetM. Keane, £1 12s 6d per chain, (accepted); Declined—H. Stephens, £1 17s 6d; J. Kavanagh, £1 18s 3d ; J. Eellelier, £2 3s 4d; i H. Westbrook, £2 ss; G. H. Yateß, £2 5s ; W. Darley, £2 10s. • APPOINTMENT. Two applications for the appointment of custodian of the Masterton Municipal Fire Brigade Station were received, and that of George Smith was accepted, and he was declared duly appointed to the office. HOSE BOX. Cr-Cullen moved that the sum of £5 be voted towards making two hose boxes. The Mayor seconded the motion. The motion was lost on a division, only the Mayor, Crs Cullen and Carman voting for it. The Ma} or moved, and Cr Collen seconded, that the sum of £1 be voted to cover the hose box at present made at the corner of Queen and Perry-streets. The motion was lost, only the Mayor and Crs Cullen and Carman voting with the "ayes." Cr Cullen asked the Council to state who should have the prior right to use the hose box, the Volunteers or th« Municipal Brigade ? The Mayor said they would have to get the three engines down to test the water before anything else was done. • NOTICE OF MOTION. Cr Gapper.—That the Corporation be charged £5 per annum for each lamp used for street lighting, and the same be credited to the gas fund. The Council then adjourned.
