London, March 80, In tho House of Commons, Mr Justin M'Carthy, M.P. for Londonderry, in the absence of Mr Parnell, delivered a warm eulogium on the late Mr John Bright, He said it was impossible to forget his splendid services, and claimed the right for Ireland to deposit a mourning wreath on the tomb of tho deceased states man. It appears;tliat'the plot which was frustrated by the discovery of the attempt to wreck a train conveying the Czar and Czarina to Gatsobina, extended throughout Russia, and that a series of attempts against the life of the Czar and oifioials had been arranged, Numerous arrests have been made, principally Jews.
