The water supply difficulty was shunted last evening by the Council placing the onus of a temporary service on the shoulders of an outside committee, and letting the question of a permanent service stand over, The position taken by the Council is not a very dignified one, but if it does not feel equal to discharging its proper functions perhaps the better course is to delegate them, Of course the success of tho work undertaken by the Committee is a matter of conjecture, but we sincerely hope that the members of it will be able to satisfy the Insurance agents, so that some reduction of 'rates may be speedily brought about, Whether they succeed in tbis or fail, they will, in all probability pave the way for a permanent high pressure service, The letter sent to the Council on which this action is taken is, wo observe, in the handwriting of Mr A, W. Eenall, and though it bears the signature of the Chairman of the local Committee, it was not, we hear, submitted to a meetiug of that body prior to its presentation, However, it does not do to scrutinize too closely the methods by which Mr Eenall accomplishes his designs, though it is right to point out that the Committee as a body is not as yet responsible for the letter on which the Borough Council surrendered its functions. .
