Masterton Town Lands trust. The monthly meeting of the Trust was held on Friday evening in the Council Chambers.' Present, Messrs. W. Lowes (chairman), E..-K, Chamberlain, R. Hare, W, Perry, E. McEwer, and A, W. Eenall. Tho minutes of the previous meeting wei'o read and confirmed. Tho credit biilauco of the Trust was reported as being £42 7s 9d. BEPORT OrSUB-COMMtTIEE. The discussion'on the report of the committee on leases falling in, viz;, the application of Messrs Francis and McKillop, which was adjourned from last meeting, was the first business transacted. The report.rah as follows : " Your committee, after inspection of' the properties comprised in the application of Messrs Franois and McKillop, and a full consideration of the subject of leases falling in, beg to recommond that tho Trustees deal with'each lease 'separately as it falls in, Your committee consider that in eome cases, owing to an [increased demand, it will be to the interest of, the Trust to subdivide the land before re-letting.'- With respect j to Mr (Men's section, your committee recommtnd to acoept Mr Sellar's offer if the value of the building to be erected be increased, to JE250."
The Chairman, said with reference to the above, they bad taken steps to veonro rents and resume possession of Francis' property ; .for the bonefit of the Trust, until ~freßlj ;■ arrangements could be made bV -'•■■'
The clerk r handed in' a statement which lie had received from -Mr Francis, showing the receipts and and disbursements incurred on the property since he held possession. ; - The Chairman failed to see that the statement * bad anything to do with theTrusteesi What they had to consider was the report of the subcommittee appointed to deal with this, and riot Mr MoKillop's lease; fbe Committee, after going over the two properties, decided to recommend Ibe Trust to deal, with them separately, There was nothing in Mr Francis'.lease, to give him; on the Trust for any losses he had sustained. He would, move; that the report.- of the sub-committee, whibh'was held over from last meeting, be adopted. ; ,:: , This was. seconded by Mr Jfofiwefl. Mr Peny thought it was only just that Mr Francis', statement should be received. > ' .'■"''- ' The Chairman would Jike the Trust to value the proper l y, end see "tV the tenant -complied with: his: lease. ■ : ' : '' : ,-- • Air Perey: Tt is too !r te now; you 3hould have done so bejpre the lease jad:fepired. : '■ '•■ v ■•■• ; : i'- ' Ob'attiaau Jtbe ; TriieK

Under those. circumstances,' it would be better to have' vouohers /prepared. Tho'. Trust could lh?ri see whether the money was applied to, the purpose for which it was voted.',' ',.■''.'. ~':>:,.
Mr McEwen believed the last two quarterly instalments voted, to the .School of Desigu had beeiimfsappfb- 1 priated'by their Secretary.- , The Chairman thought it probable' I that the School 'ot'Design Committee would have to refund the money appropriated, These 1 funds ' wouli never bo properly looked after, m\W Cnmmittpes were forced to make: them good. He then moved "That before acceding. to .the request lor payment of the third quarter's ■ instalment to the School of Design that a return of the expenditure of the two previous quarterly instalments be furnished to the Trustees'. I This was seconded by Mr Perry' and carried.
'■'■. PiOKin.TOD. The Incumbent of St, Matthew's. Church applied for a grant 1 of £ls toward a picnic for.tho children attending St, Matthew's Sunday School from the funds at the disposal iif the Trustees for snob purposes.. The Chairman opposed the request. If a picnic was held in aid of the day schools, the Sunday school children reaped the benefit.. /Mr Hare said the Act of 1888 specified that the funds for picnics should be Bpent on.tho Masterton and Kernridge Dayfchools only. Mr Eenall was also of the same opinion. He moved the. following '■, resolution, which was o : arried:.jMJ "That.the Secretary reepeetfuily reply to the Rev'l'aige, regretting that the :'• Trustees cannot ■ see;their way to grant any of the fuudß towards a picnio in aid of the.Sunday School, as in their opinion the Act of-' 1885 confines the picnio fund to children attending tlieday schools only." The Chairman would like to see the various religious bodies amalgamate and get up a grand picnio for the ohildreti annually, which would j absorb the funds available every year. ( If the hint was given, lie believed they would only be too glad to take up the suggestion, and it would mot debar the.day 6ohnol children attending. DAY-SCHOOL GRANT. The application of ■' tho Masterton School Committee for £23, balance of grant for the year ending 81st March, was passed. . ■ ' .
■ ... . NUNCIS' SEOHON; •;■;.'- ..' A discussion ensued lis to whethjjjji it was advisable to sub-divide FranoM. Beciion'or put it up for lease in one.' ? lot. • ■ ■ .
Mr Hare was in favor of dividing tho section and putting it up to auction. It wag then for tin- trust to *» consider whether Mr • Francis' had any claim for compensation. The Chairman contended it would be a dangerous (ireoedent to entertain any olaiin for compensation. Mr Hare; That's true, but if we can see our way to advance money to a person, wjjo has Bpent a considerable sum in improving tho property, should give him aobauce, .
Mr Perry felt convinced they could exercise n certuin amount of power in the case of a good tenant, ; The Chairman: Our business, under the new Act is to put the leases up by. public auction. We have. no option. It was for the Trustees to decide whether tho- property should bo subdivided and fixthenpjL rental. wi*
' In answer to Mr Mcßwen, the Chairman said tho Trustees could lis tbo upset price, and then the property would go io the highest bidder.
Mr Moßwen did not think it was always advisable to let property fall into the hands of the highest biddc. The Chairman said Mr Frauds m sending in his statement did not base any claim, but merely intimated ha had not poen sufficiently r.ccapad during the term he hold possession.; A sub-committee, consisting of Messrs Lowes,' tfare and Kenull were appointed tp sub-divido the sections and put them up to auoiion. Tins;being all "tho businer, the meeting terminated.
