FOOTBALL.
ENGLAND y.TAEANAKL ; Hawkba, October 2. There was fiue weather' for tke return' match between, tho English team of footballers and the Taranaki representatives, whioh took place today._ There was a largo attendance, special trains from Now Plymouth and Wanganui bringing, several hundreds of people. The Taranaki team was much the same as that which played before. The few clmnges'that i.weromadewero considered to have strengthened tho team, , Stoddart secured a try for England in the first spell, and Paul converted it into a goal. In the second spell Anderton secured a try, and Paul potted a goal. Lambie scored the only try for Taranaki, the Englishmen thus winning by sevon points to one. The Taranaki men played a hard and fast game, but they were clearly oyer, matched in point of skill. The Englishmen leave for Wanganui to-morrow morning.
Masterton Borough Council. -The regular fortnightly-inflating of the Council was held last night, Present.—The Mayor, Crs Perry, Fitton, Cullen Hessoy, Carman, Chamberlain, Heron, Gapper, and Parsons. The minutes of the last ordinary, and the special meeting were confirmed, BUBOESSROLL, Applications from T, Mackay and H. Easmnssen to bo placed on the roll were granted. CHARITABLE AID, . A letter was read from the North Wairarapa County Council in reference to_ distributing Charitablo Aid in the district. ' Tho.-Mayor said he understood the Chairman and Secretary of the Benevolent Society were continuing their functions, A meeting of the Trustees was called for to-morrow, and then it would be known whether they would contiuue to act as a-body. It was resolved "That this Council agree to the. action taken by the County.Council, and:pay prp rata with the County Council until the; matte;: is arranged,; ' ■ Cr Gapper moved that the Town i Clerk adjust Charitable Aid accounts with the County Clerk and submit to' next meeting, of the Council, with a view to their being settled. Cr Carman moved in accordance mth. motion: "That the Council consider the practicability: of raising a new loan at 5 per cent.,. to'- pay. off the Gas Loau, Library Lbau, Steam Fire Engine, aud for the construction of all the unmade roads within the Borough," He said he found there were fifteen miles of -unmade roads within the Borough, and he was of opinion that the roads could bo made for £2 per chain, or JJ2400. They had a Gas loan amounting to £8500; which would be iucroased by '■■ a further sum of £2OO. Their liabik ity for the Steam-' fliro Engine was £450, The Library loan stood at £260, and the' overdraft, whioh was a fluctuating item, might be set down at £I,BOO. That gave a total of £lß,llO, or in roundjnunibers £IB,OOO which at 5 por cent, would absorb a sum of £650, equal to an annual rate on the rateable property withiu' the Borough on the present valuation of6jdfnthe£. He estimated tho maintenance of- roads / would cost £4OO. That, if anything, was rather over the estimate, as- there were only three important roads to. look after, viz., Queen Street, Lincoln Road, and the Upper Plain Road. To raise this £4OO would entail a rata of4din the £. _He thought, it possible if they went on the London market, they ceuld get the money at sper cent. At any rate it could be tried, and they should take advantage of Mr Georgo Beetham being on a visit to England tomake enqniriesif it couldnot begot at that rate. If six per cent had. to be paid, it would entail a rate of 8d in the £ to pay tho interest. . That
would make the total rate,la in tho £, or, to allow a margin for the depreciation of rateable values, say Is Id, to cover interest on loans, maintenance, gas, and library rate, instead of Is 6d, which they now paid, Tho license fees would cover clerical work and incidental expenses. Ho simply submitted bis proposal in its crude stato for their consideration.
Or Cullen seconded the motion, and in response to an enquiry was informed by Cr. Carman that ho had allowed for gas debentures being taken up at par. Tho Mayor saw great difficulty over raising a loan to pay off an overdraft, Tho proposal oi Cr Carman as a whole was well worthy tho attention of the Council. He thought the Finance Committee might consider it. In answer to Cr Fitton tho Mayor said the rates would bo pledged in perpetuity for payment of the loan. Cr Parsons moved " That the matter be referred to the finance Committee td%port upon at the next meeting of the Council. Cr Mtton seconded the motion, and pointed out that no provision was made for a sinking fund. Tho motion'was carried and the Council adjourned.
