Masterton Borough Council.
The ordinary meeting of tho Council was held last night. Present: Tho Mayor, and Crs, Elkins, Hessey, Parsons, T. Chamberlain, Heron, Gapper, Cullen, and Perry. IMPOUNDING. A, Harford, County Banger, wroto asking permission to impound cattle trespassing within tbe Borough, when he brought cattle through tho Borough to impound them.—Peimission was refused, THE WESTBUSIIIIOO. A momorial from settlers in Westbush road was read, asking that a portion of their road, about three or four chains might be formed and metalled. Cr Hessey stated that tho road was in a very bad state, and ho should have applied for it to bo done before, only for the cry of " want of funds." It was only a half chain road, and it would probably cost under 50s per pliant to do tho work required. Cr Heron moved, and Cr Perry seoonded, that tho letter be referred to the Works Coinmittco to report upon at the next meeting,
Cr Hessey thought such a small yet necessary work miqht he done without waiting for the report from the Works Committee. It was further resolved that tenders he called for the work forthwith. ' JUBILEE PAYMENTS. ':-J. MORE MUD. 1 Certain residents of tlio East Ward applied to have a footpath of ft temporary kind, made m Johnston-street, .••..•.....vr.-.is Columba road, and Bannister-street. V it the. present time foot passengers had to wade through a sea of mud. Cr Chamberlain moved to have tlio ■ : - application referred -to the Works Committee, with power to act. Cr Elkins thought the work might •; be authorised to be dono at once. It would cost but little to mako a temporary,footpath from Mr Woodroofe's .. comer to connect with the footpath at • :• M the Gasworks. , : Cr Heron seconded the motion of Cr Chamberlain. Ho had no doubt a ; temporary.footpath could be made tosuit tlio applicants. Permission was given Mr Hogg,' one of the memorialists 'to address tho Council. He said the matter had been brought under liis notice time out of > mind. The road was close to the town, and had been utterly neglected. • Worksop Eoad, a comparatively new road, had been' made throughout with footpaths on both sides. He was not making any inference, hut he did not think there were any Councillors living in Bannister' Street, All that was asked for now was that a few loads of gravel might bo put Where necessary to allow of the children getting to school dry-shod. . , The Mayor said there would be little ~ danger of water lying on the road for any length' of time. The road was nearly all gravel and would drain off any surface water. . , ■ , The application of the memorialists was agreed to.
COMMITTEES. . Tlio roport of the Library Commit- • tee was read and adopted. llf The Gas Committee's report wasTy adopted. ■ The .Sanitary Committee in reference to the application for a slaughter-house license by Mr Pliillips ' that they had no recommendation to make, v , ■ ■ 1 . -v/ It was resolved that a conditional • - liceuss for slaughtering pigs be granted to Mr A, Phillips. ■■■ TENDEBS. •
The following tenders'- were opened for tlie.orection of outbuildings at the ; Institute: —J.Walker, £Bss, accepted; Brown and Bodgers, £Blos, declined; Williams & Barker, £10,155, declined. NUISANCES, Tlio Inspector roported as follows :• —He had visited the slaughtering ■ places within the Borough, Mr W. Ferry bad made considerable improvements at his yards, Akura, and further would be done when the' weather per- a mitted. Tlio boiling down department A was rather objectionable on account of the refuse being retained longer tlian neoessary after the removal of the fat,Stagnant water in Bannister-street, ... near Minifie Bros.' store was a nuisance. Attention had been called to the yards in the occupation of Mr, W. Neill and Mr W, Perry, and they had been instructed to dram them. In respect to water-tight cess-pits, only one had as yet been put down. Ho recommended that steps should bo taken to compel others to be put down where necessary. Several convictions had been secured at the R.M, Court for brecahes of sections 40,90, and 99 of the Borough By-Laws. Or Gapper pointed out that the
nuisance caused by water laying in • Bannister Street could not bo avoided, unless the property owner (Mr Lowes) ; would agree to put in a korbing. Cr Heron moved, and Or Hessey seconded, that the matter bo referred to tlio Works Committee, and the owner of the property be asked to join in tho expense of kerbing the footpath from Queen Street corner to the cross road. CESSPITS. The Town Clerk was instructed to

The Olerk reported that the pound- ■ keeper and ranger were take as wages a sura equal to what , was paid last year in fees. It was resolved- that the sum of £l2 • 10a bo paid to each ranger and poundkeeper per annum. ABOLITION OF WUIDS, The Clerk stated that lie had prepared petitions for ratepayers to . sign for the abolition of Wards. He asked - for further instructions as it would necessitate employing someone to take the petitions round. The Mayor and several offered to take round the petitions signatures within thoir wards. '■* Cr Perry thought if monoy was to be spent it should be in getting up a ' ' counter petition. ■■■• ' ■ Tim Mayor said lie would get no one to sign it.
