The Wairarapa Daily. SATURDAY, JULY 21, 1888. The Political Situation.

Ouu prediction that the return of Sir Harry Atkinson to tho Hoiiso would be a signal lor confoundins! the plans of the malcontents who in his absence were so noisy has been verified, and the threatened want of confidence motion has ended in smoke. The Opposition members of the House fancied thoy could rely upon that moderate party which refused to follow the Premier on the tariff question, and which has been to a certain extent illuseil by Sir Harry. They forgot that however such men as Mr Beetham and Mr Buchanan might differ with Sir Harry Atkinson and his policy, they would be true to the best interests of the country. Such men would not, under almost any conceivable circumstances, assist in placing in power opposition leaders like Mr Ballance, who, in carrying out their hobbies, commit tho Colony to reckless and ruinous expenditure. The opposition could undoubtedly turn out the Atkinson Ministry if the seceders from the Atkinson party would assist, but theso seceders aro men who cannot be persuaded by offers of place power, or money. Tho opposition have ulso, it is well known, sought to obtain power by other means than the amalgamation to which we have referred; they asked the Premier to throw overboard ono or two of his colleagues, aud put a couple or so of themselves m the place of the Jonahs thoy desired to be ejected, Mr Harry declined this overture, and they are now at their wits end, The leading office-seekers of the party aro, as far as we can judge, checkmated for the present session. It is held by nmny that the seceders from the Atkinson party are men who would sacrifice all other considerations to their freetrade convictions, but this must bo an error. The seceders are no doubt freetraders, but thoy aro something more than this. They are the self-reliant, trustworthy colonists who constitute the party of safety in New Zealand; they are the moderato men who, wliilo keenly aliye to the necessity of a progressive policy for a growing colony like this aro yet averse to taking hazardous risks and speculative chances. With such men freetrade is a point but only a point. It is a condition to which thoy hope to bring the Colony ultimately, rather than ono which they recognise to beimmediately obtainable. The financial safety, the honor, credit, and good name of the Colony would to them be far more potent considerations than a freetrade gain or loss; Sir Harry Atkinson holds a somewhat equivocal position, but tho credit and honor of the Colony are safe in Lis hands, and whije.this is the case the best men of the Colony will not seek ; to oust liiw 'from ofgee,

It was also intended to demolish a number of publio buildings. Twenty conspirators are, involved, arid several arrests .have been inado. A sensational duel has been fought in Paris. M. Floquet challenged Boulanper for calling him a har'iu the Chaiiiber of Deputies.. The duel was fought with swords, and, after-a fiorco encounter, Boulaneer was slightly wounded in tho thii'h, and rather seriously iu the throat, M. Floquec was slightly wounded in the baud, foot, and breast.

It will be remembered by tho readors of our report of the foot race liotweon Thompson and Toon oil tho 12th July on the Park Oval, there was a considerable diversity of opinion as to who was the winner. The opinion of tho Referee was asked with the following result" Little Scrub" (Masterton)—Tho rulo 011 tho subject reads:—"ln racing, the man breasting the tape first shall bo declared thu winner.. No touching tho tape with tho hand shall be allowed." By this it clearly shows that tho race should have been awarded to tho man who breasted the tape. A Sydney telegram states a warrant has been issued for tho arrest of Jackson, a well-known stock-broker of Newcastle, on a charge of oxteusivo forgery of bills to tho amount of several thousand pound. It is stated that Jackson had large betting traussctions with Holt, tho ex-banker and being hard pressed by tho latter for payment, forged tho bills in ordor to stavo oil the crash which would havo followed his being posted as a Jefaultor. Jackson is supposed to have gono to Mauilla, tho capital of tho Spanish settlement of tho Philippine Islands. Our Wellington morning contemporary states that tho Union Steam Shipping Company have received a cable message from Calcutta, dated 12th instant, Btating that tho Tekapo had arrived, and that on the trip 35 of the horses which sho took from this Colony were lost, As tho Tekapo left .Wellington 011 the 9th Jmie, and probably arrived at Calcutta on the 11th iust, alio would havo made a smart passage of 32 days. Tho heavy mortality among the horses was no doubt in some measure due to the hot weather prevailing about the tiino tho steamer arrived. Tho adjourned inetting <jf creditors in tho estate of James Thompson, was held at tho old Court Room yesterday.. Tho Deputy Assignco, Mr W. Sellar, presided, and nine creditors woro present or represented, A stat'oiuoiit was read showing the payments mado by tho dobtor stated tliat tho whole amount paid to Kenipthorno was for goods supplied, and not 011 account of cash advanced. Mr L. J; Hooper expressed satisfaction with tho statement, and moved that tho debtors immediate discharge bo recommended, Mr T'abuteau seconded the resolution. Mr Heron moved as an amendment—"That the debtor bo publicly examined at the noxt sitting of tho District Court." Sccondeil by Mr McEwon. Aftor somo discussion tho amendment was carried. There aro somo wealthy men in Now Zealand, but tho chief burden of tho taxation is bomo by persons of limited means, Adding to this tho fact that wo are at our wits' ond as to how both ends shall be mado to moot, and the, discomforting fact that wo havo to find nearly two millions sterling a' year as interest on borrowed money, l* becomes oxtremeiy pertinout to ask whether any official should havo £I2OO a year and travelling expenses, Dr McGregor, inspector of 'hospitals, lias been receiving LIOOO, and according to Parliamentary intelligence has had his salary raised to LI2OO. Ho also gets, in addition to free riding wherever husoes, liandsoino travelling expenses. The regulation sciile for calculating these is 3s lid a day for each LIOO of salary, .so that Dr McGregor's share will bo L?s 2a a day for every day bo is absent from Wellington, This in addition to over L2I! n week salary is not bad—for liini—am) if wo got our monry from the skies would not atl'ect us. As wo get it iu a different manner, can the colony afford to pay such salaries 1 If it be retorted that Dr McGregor will not work for less, is it uot incumbent upon tho taxpayers to ask whether by a mighty effort wo cannot do without his services until wo can better afford to pay fur then),—H.B. Herald. The Toronto Light Binder, of which Messrs Friedlander Bros, ,•of Asjiburton, aro the Now Zealand agont% is a machine which has much to recommend it. Its general construction is exceedingly simple and th? draft is so light that two horstp can work it with tl|o greatest ease in almost any orop. It has a solid steel framo made of the best Bessomor Btcpl, and l-uning in one piece all the way round, The cntiro frame work consists of butr two steel- angle bars, and two pieces of 'rame keeps tho wbolo very rigid, and flat Bessemer steel, This particular entirely prevents any phanpo of twisting or giving at the corners. A steel angle cutter' bar at tho inner end is rigidly bolted to tho solid steel main frame, a simple drop bend in which enables the cutter bar and platform to be carried very low down. Tho cutter bar is of solid rolled steel, and it has a patented ledgo to keep the guards in line, Tho points of tho guides or lingers aro given a slight upward bevel, which en< ablca thu knifo tu cut vory low without any fear uf tho guards catching in the ground, All ends of the shaftings aro made tapering, and the whcols aijl sprockets are made to lit to such a nicety that they can bo taken off or replaced with the greatest easo. The bindor has a great rango backwards or forwsjls, and can instantly bo bo set as to cause any length grain to be tied at just tho desired distauce from the butts, while the butter gives each butt a good squaro ond, A thick .square packer has been brought into requisition, and the three aro mado to work within fivo inqlies of tho mouth tif the elevators. A veteran Welliuejton journalist, Mr Hopry Audetoon, has passed away in his fiftiothyear. As "Jock Anderson" ho was known by overy old settler in the Wellington provincial district. Somo twenty years ago ho came to Wellington a raw lad and was enaaged by Mr Thomas McKonzio as a goneral utility hand in the old Indepedant oliicc. Hero he soon made his mark, and within a few years filled tho editorial chair. His subsequent career has been one of vicissitude, He was an able speaker and an able writer, and his intellectual gifts brought him into prominence, Uf his failings and infirmities it is not necessary now to speak, His end lias boon a sad one, for during the last few nwntlu of his life ho has been a victim to a terrible cancerous disease.

At the rcquost of tho Agricultural Editor of tho Canterbury Times, Messrs Mason, Struthors and Co., have imported samples of tho now patent milking muchiiio, which,so faras simplicity is concerned it is the embodiment: It consists of four indiarubbor tubes, about nine inches in length, at ono end of each of which is a hollow steel tube about the size of a bodkin—oil tho sides of which holes are drilled—tu allow of tho milk percolating through. The ends which aro rounded off avo inserted into eic'i teat, a few drops of milk having been taken from them first, When the tube is inserted tho milk flows as lens,as the udder contains any, and, at tho conclusion of tho operation the instrument is removed, washed, and is ready for future uso. It is said to bo very efficacious, and is undoubSedly handy and conducive to labor saving. Something of the kind was introduced [into England some thirty years ago, and was practically a failure. Writing on the 10th inst. tho Sydney ■correspondent of tho Referee, says:— Matters theatrical in this city aro at present very bad. Few, if any, of tho soven houses of amusement aro doing any business to speak of, and it is surprising to see tho great number of good stock actors who gather round Povorty Point Cornor every morning, and remain there tho whole of tlw day, obstructing the pathway, and lookiutr liko so many unemployed. Neither are tho fair eox any better off, many leading ladies being at liberty for some time past. Several of them are good actresses in their particu-lar-lino, Tho Colonies aro swamped by importations from Europo and Ainoricn by the Triumvirato and Messrs Brougli and Bouoicoult, and, if this state of affairs continues auc!i longer, I really don't kuow what will become of the actors and actresses who delighted us in tho days Rono by. Every show in the city is bein» killed by tho Skating Rinks (numbers of which there are, both in tho city and suburbs), and tho magnificent business they are doing morning, uoon, and ni»ht -especially at Kenneth Skinner's,°in Redfern: never less than a thousand any night m the week. Fully tho same number patronise Alfred Wyburd's Crystal Palace Rink, in York Street, and an averago of 300 attend tho City Rink, presided over by Mr I. S. Rollinson. Tho S!U||o nuuibpr turns up nightly at St. George's, Newton, and also at Alf, Wyburd's in Aslilield, besides which them are half a doiien smaller ones, upwards of 100 congregate each night, No wonder that all our Theatre managers aro complaining, ani this state of things is likely to esist until the qloso of the season, soinetimo in October.

Latham new shop, opposite tho Empire Hotel, is open for the salo of meat at prices advertised, Last night the shop contained a display of meat that was truly a site worth seeiri?. Several quarter carcases of beef hung in tiers, veal was well displayed, and rows of dressed sheop filled up thoßpace to tho ceiling. Some half-a-dozen carcases of primo mutton where very noticeable, and wo were informed they wore half-bred •louthrlowiis bred by Air Stuckoy of To Kangitumau. They weighed on an average TOlbs per carcase, lhero was a tempting show of pork and small goods, piles of sausages, germans, sucking pigs, and calves heads and feot. The display, both as regards quality and quantity was really good, even tho space on the floor being taken up with casks of corned beef and tubs of pickled pork, All the harm wo wish tho eutorpfising firm is that the whole stock may bo cleared off to-day.

The entertainment giyen last evening in St, Matthows schoolroom drew a fair but a crowded audienco. The programme offered was a good ono, and deserved a larger mcasuro of support. Instrumental selections woro given by Misses von Stunner, Meredith, P, Lowes and F. Boddington and woro woll received but the special enthusiasm was reserved in this section of tho entertainment for a pair of juvenilo violinists, Miss and Master Elkins, who surprised theaudience by their skilful and correct manipulation of tho beautiful instrument which tlioy aro being trained to play, In tho vocal portion of tho programme Mr and Mrs G, Hooper secured a well-deserved oncoro for a duet, and Miss Payne brought down tho house with a graphic rendering of an Irish ballad, a solo from Miss Lowes was 0110 of the gems of tlio programme, and a Bong from Miss Bowler was loudly .applauded; Mossrs Wickerson, Coleman, and Gantas usual contributed their share towards the - success of the entertainment, and were ably assisted by Mr Bray who sang '"Tho 'storm fiend" very effectively.
