MASTERTON BOROUGH COUNCIL.

The regular fortnightly meeting of the Borough Council was held last mgkl. Present—The Mayor, Ors. J. Macara, A. Blldiis, J, Hesspy, Parsons, T. Chamberlain, Gapper, Cullen, E, Chamberlain, and Perry, The minutes of the previous meeting were confirmed. CORRESPONDENCE. From Rev. W. Ronaldson, in reference to giving a road through his property, Ngamautawa Block, and conveying the same to the Borough free of charge. He asked for further information, stating that his Crown Grant showed that his. property fronted a chain road. From J. Ewington asking that no ono in the borough employ be allowed to enter the Waipoua river and destroy the bank on his property, and stating such had been done; also that he was planting willows to protect the bank. From Fairbrother and Gampiu with plans of 'Tom's patent self-acting deodorising earth closet. From J. B. Iveith, manager New Zealand Loan and Mercantile Agency Company applying for permission to erect a sign across footpath. From F. W. Temple ro footpath. From T. G. Mason do. From United District Board showing the various amounts required for Charitable Aid for each district. From same with a statement of receipts and expenditure for year ending 81st March 1888, and assets and liabilities for year 1887-88.

It was resolved that the Town Clerk acknowledge the receipt of the letter from the Rev. W. Ronaldson, and state that the matter svas in abeyance, DESTROYING RIVER BANK. In reference to Mr Ewington's letter, Cr Gapper stated that lie had explained to Mr Ewington that the employes of the Council were not taking metal from the Education reserve, but where they had all along taken metal with the authority of the North County Council. He advised the Council to have some action taken in the matter, as it was very unpleasant to have the men interfered with.

The Mayor said if they did any damage it was time enough to take action if the Council was sued. Crs Parsons moved that the action of Committee be upheld, Cr T. Chamberlain seconded the motion,

• The Mayor suggested that a oourteous letter be written to Mr Ewington, stating that no damage to his property Was intended,

The Clerk was instructed to write to that: effect. Sanitary.

The circular from M'brotlier and Campion was referred to the Sanitary Committee Sign Board, The application of J. B. Keith to erect a sign board across the footpath was referred to the Works Committee. Charitable Aid. The statements received from the United District Aid Board was referred to the Finance Committee. OBJECTION TO SLAUGHTER HOUSE. A memorial signed by the principal residents on the Upper Plain was read, objecting to a slaughter house being opened on section 48 on the Upper Plain road, 011 account of its being a nuisance and dangerous to public lioalth, and praying that a license be not granted. Or Chamberlain said he had spoken to some of those who had signed the petition, and had explained to them that the slaughter house was only required for pigs, not for stock and sheep, and they did not object to that. Referred to the Sanitary Committee. INFERIOR OAS. A memorial was sent in from several consumers, praying for a bettersupply of gas, and stating the present supply was of a very inferior quality. deferred to the Gas Committee. LIBRARY COMMITTEE. The report as read was adopted. SANITARY COMMITTEE. The recommendation of the committee to put in a culvert across Queou-stveet and in Hall-street, and to.

have the creek flushed was discussed. The Mayor pointed out that it was )he only thing that could be done to :emove the nuisance complained of by Mr Alien. Itjvas also necessary that the watercress ahould be cleared from the creek below Mr 13. P. Ferry's property, _ _ . Cr Perry was of opinion that the present culvert across the road was sufficiently large to carry enough water to flush the creek. He would, like to see that part of the report asking for a new culvert struck out. Or Cullen moved and the Mayor seconded that the report be adopted. Cr Macara asked whether the Council would be rid of their liability supposing no part of the stream was blocked. The Mayor thought that they would, but it was necessary to put in flood gates for fire preventive purposes. Cr Hessey thought the Inspector of Nuisances should compel owners of property to. clean the creek of cress. He considered the recommendation of the Sanitary Committee to be but the thin end of the wedge towards introducing the Mayor's water scheme, and he should vote against it. The Mayor said councillors could vote as they lilted, but the public would not stand" this sort of thing" much longer. Cr Macara said they would be liable probably for flooding, some of the properties, if they flushed the stream. The creek ran through his property, but he had no trouble, as he had it cleaned out twice a year. Cr Elkins said if anyone had cause of complaint he had. The Council dammed the water back on his property, but he did not complain. The motion was put and lost on a division, only three voting for it, Crs Gapper, Cullen, and the Mayor. The Mayor asked what reply was to be given to Mr Powuall. Cr Gapper moved that the Town Clerk send a copy of the resolution to Mr Pomiall. He did not Believe the recommendation of the Sanitary Committee if carried, would abate the nuisance, but it would stop an action at law, and show the willingness to comply, with the request as far as lay in their power. The Inspector said it was a nuisance, and he belieyed they would lose an action if taken into Court. The Mayor said Councillors would have to bear the burden of their own folly. Cr Cullen seconded the resolution. Cr Hessey said the Gas Committee should get a supply of water direct to the gas tank through the pipes and lift the gates, the nuisances would then be abated. Cr Gapper said that if the Council could get a four liorss engine power at the gas wrrks, they could get a supply for the tank. The Mayor said they would soon let them know what they thought of such a proposal if they had a public meeting. Cr Hessey: Oh! you would have it all your own way there, You have too much of the gift for that. The motion was carried 011 a division,

Works Committee. The report, as already published, was adopted, _ . The Oyehseer's Report was read. Gr Gapper moved that repairs be done at the junction of Hall and Chapel street, and a culvert and grid be put in Kirton street, as recom mended by the Overseer.—Carried. Inspector of Nuisances. Tlie Inspector reported upon certain small nuisances. He also pointed out that he had to frequently attend the R.M. Court and asked for an increased remuneration to the extent of two shillings per week Referred to a Committee.

Ordinary Business. Cr Parsons moved, and Cr Macara seconded, that the water table near Mackay's store, Kuripuni, be cleaned out and a few loads of motal put on the footpath.—Carried. The Mayor drew attention to the mud holes near Mr Alexander's house, Chapel street, and moved that the Works Committee be instructed to repair the same.—Carried. Tenders for Lime. The Gas Committee were empowered to examino the samples of lime, in conjunction with the Gas Manager, and accept tender. The Town Clerk was instructed to write and ascertain the cost of appliance to test ths lighting qualities of the gas. Balance Sheet. It was resolved that the balance slieot be printed and published: The Council then adjourned. .
