London, 21st June. Her Majesty the Queen lias refused to give her assent to the Victorian Marine Bill. SiiANGiir, June 21. An alarming rebellion lias broken out amongst the sufferers by the recent inundation of the Yellow llivor, V and a large number of the troops are J* joining the rebels. ' Berlin, 21st June. The Tagbktt states that Sir Morell Mackenzie lias stated that lie was aware of the gangrenous nature of the malady from which the lato Emperor was suffering so far back as February last, but he did not admit it in order to obviate the necessity of a Regent being appointed.
