lasterton Town Lands Trust

Tub regular monthly meeting oftlio Trust was held last evening. Present —Messrs W. Lowes (Chairman), A. W. Renall, 1?, Hare, T. Chamberlain, and E. McEwen,

The minutes of the previous niAi. ing were confirmed, W The J. iefisurer announced !i credit balance of £O4 17s Cd,

The Masterton School Committee made application for tlie annuSfrant of £SO, and intimated tliaf it would be expended in the improvement of the grounds, swings, scientific apparatus, repairs, library, jfcc. The Chairman said that £75 had been allocated oil the estimates for the Masterton and Fernridge Schools He thought if £25 was voted to'the Fernridge School with only an atten- * dance of about 100 children, the sum *" of LSO would hardly be a fail- proportion for the two Masterton Schools with an attendance of 700. He moved that the amount asked for be granted. Mr Kenall seconded the motion which was carried.

All application was received from JbW.l Grundy. S« te , Committee of the School of Design for a grant-in-aid. He set forth the value of the education that would be imparted.

Mr Hare suggested that a s Ady should be voted.

The Chairman said the application was for assistance in the formation the school, which was at the presenT time but an experiment. A special grant was asked for to assist in establishing the school, afterwards payment by results might be considered. Reuall thought the im to btj

charged of 10s per quarter were very reasonable awl the school was at that

rate fairly available to the public. He moved that tho sum of £25 be granted as a donation for the year, to be divided into four quaiterly payments. Mr McEwen seconded the motion, which was carried. An application was mado by a lcssco for permission to assign his lease to the Building Society as security for a loan to be expended in improving his property. After some discussion, it was resolved that the request be complied with, on the Trustees being satisfied that the interest of the Trust is secured. Mr Hare asked what action had been taken re tho new Bill. The Chairman stated what had been done by the Conference and public meeting, and said that the public meeting had made alterations which were not previously contemplated. That meeting had been adjourned, Mr Renall said he had seen the chairman of the previous public meeting, and he had agreed to convene the adjourned meeting on Saturday, June ijF Mr Hare remarked that in that case, there was little chance of the Act being brought into force this

session. He thought it would bo desirable that they should bring the Public Bodies Powers Act into operation, By so doing they would secure power to deal with the lands in the way requested. Mr Renall contended that the Act could not be brought into operation, The Town Lands were never the property of the Government, and no Act of this kind could over-ride the Town Lands Trust Act. Mr Hare moved that the Act bo brought into operation, but the Chairman ruled that notice of motion should

be given. Mr Have then gave notice as follows" That in compliance with the 4tli section of the Public Bodies Leasehold Act, 1887, it is desirable that this meeting shall request His Excellency the Governor to bring the said Act into fovci for the guidance «of the Masterton Town Lands Trusses, as a leasing authority in leasing the land of the Trust," Mr Eenall moved that the adjourned public meeting to consider the new Act be called for Saturday week. The Chairman seconded the motion, but on being put, it was declared lost, at the request of Mr Eenall (who said lie wished the public to see the quality of the men who represented them.) A division was taken, with the following result For the resolution; The Chairman, and Mr Eenall; « Against: Messrs McEwen, Hare, and ir • Chamberlain. Mr Eenall; You won't escape me that way. I will call the meeting. Mr Hare: If the public meeting was adjourned, what occasion was there for asking the Trustees to call a meeting again,

Mr Eenall: I just give you notice now that I shall call the meeting, and Jwill let the public know what sort of you are. Mr Chamberlain: You want the meeting for your own ends, not to argue the question out fairly, but to try and pick holes in the Trustees. The Chairman moved the following resolution, which was seconded by Mr Kenp.ll, and carried: schedule of leases be prepared by the Secretary " either alphabetically or according to date of lease as most convenient to himself," with names of lessees, date of lease, nature of improvements, date at which such improvements are convenanted to be

executed, leases with compensation clauses to be noted, with a report, & showing the state of the rent accounts • of each lessee, and showing whether the improvements have been made in accordance with the leases, and to show insurances." The meeting then adjourned
