The Irish Question.
London, April 25. The appeal of Mr Jasper Pyne, M.P. for Waterford West, who was sentenced to six week's imprisonment for inciting'resistance to the sheriff, was successful, and the conviction lias been quashed. ; In the House of Commons, a motion censuring the Irish judges for increasing the sentences of those sentenced for inciting resistance, was rejected by a majority of 54. • Rome, April 24. His Holiness the Pope has instructed the bishops iq Ireland to order the clergy to abstain from taking part in any illegal meetings in that country, and also to avoid connection with any secret or political societies.
The German Emperor.
. Berlin, April 24. 1 The Emperor continues to improve in health, and is , getting much stronger. On the arrival of her Majesty the Queen he warmly welcomed her. Her Majesty the Queen has visited the Dowager Empress Augusta, and she expressed surprise that the Emperor Frederick is lookiug so well.
French Warlike Preparations. Paris, April 24. The Comte de Paris approves of the proposed revision of the Constitution, and states that monarchy alone will guarantee order at home and peace abroad. M. de.Freycinefc has stated that it is the intention of France to have a million of men stationed on the frontier, and another million in the interior, and also that it is proposed to extend the term under which the men will serve to 25 years. The Government intend to ask the Chamber of Deputies to vote a sum of 25,000,000 francs in aid of the defences at Brest, Cherbourg, Toulon, and Cambray.It is stated that 11,000 men are required to render the army in an efficient state.
General. London, April 24. The memorandum from the colonies with reference to creating a sovereignty over New Guinea will be submitted to Her Majesty on her return from Berlin, A serious outbreak of pleura-pneu-monia in Ireland, and also in Kent, is reported, In order to prevent the spread of the disease over a thousand head of cattle have' been destroyed.
